Special Education Coordinator - West Seaford Elementary - TEMPORARY for the 2025-2026 School Year
Certification:
Candidates must have obtained a Master’s Degree in Special Education and meet State of Delaware requirements for teacher licensure and certification in special education (Exceptional Children K-12).
Reports To:
District Coordinator of Special Programs
OB Goal:
Oversee and facilitate the 504 Plan and Special Education processes for the assigned school. Serve as the resident expert on special education policy and procedures with a deep understanding of IDEA; Section 504; Title 14: DE Administrative Code 922 through 929, and serve as a resource to the school’s administration and teaching staff. Coordinate the implementation of 504 Plans, IEPs, special education process (including procedural safeguards) ensuring district, state, and federal requirements are met. Additionally serve in a case management/teaching capacity under the supervision of building administration and the Director of Special Education.
Performance Responsibilities:
Act as an advocate for children with disabilities, following policies and procedures, and ensuring least restrictive environment placements.
Schedule and chair Child Study Team and Individual Educational Plan meetings.
Report statistics, funding needs, and projected alternative placements to Directors of Special Education.
Coordinate evaluation process for new referrals and reevaluations.
Attend and actively participate in all Instructional Support Team meetings.
Conduct educational assessments as directed and support Special Education teachers/case managers in gathering data.
Provide professional development on special education and 504 plans to staff.
Serve as LEA Representative and district liaison with agencies providing services to students in out‑of‑district placements.
Ensure compliance with timelines and required special education documents under DE Title 14 and IDEA.
Assist in IEP development for newly identified students and maintain required files and records.
Support staffing counts (Sept 30, Dec 1, local counts) and provide case management services as needed.
Facilitate Functional Behavioral Assessment and Behavior Intervention Plan processes.
Consult with teachers, administrators, and IEP teams regarding instructional and behavioral strategies.
Observe students and provide feedback to teachers and IEP teams.
Model lessons and instructional techniques for classroom support.
Deliver training on district initiatives, procedures, and policies related to Special Education and Section 504.
Complete informal audits/file reviews to ensure compliance and share findings with administration.
Perform other duties as assigned by the Director of Special Education.
Essential Functions:
Conduct ongoing assessment of student learning and modify instructional methods to fit individual needs.
Continue to acquire professional knowledge through seminars, workshops, research.
Maintain accurate records, grading, reporting for all student activities per district policies and laws.
Encourage parental involvement and maintain effective communication.
Coordinate with elementary staff, participate in faculty meetings and committees.
Coordinate IEP meetings.
Administer standardized tests per district testing programs.
Additional Duties:
Perform other related tasks as assigned by the Principal and district administrators.

Knowledge of applicable federal and state laws regarding education and students.

Ability to organize and coordinate work.
Ability to communicate effectively with students and parents.
Ability to engage in self‑evaluation for professional growth.
Ability to establish and maintain cooperative relationships with others.
Develop and adhere to Individualized Educational Plans, outlining necessary supports, accommodations, and goals.
Meet with parents and staff regarding the plan and make necessary adjustments.
Work with children varying from mild to severe disabilities using specialized techniques.
Physical and Mental Demands, Work Hazards:
Works in standard office and school building environments.
Qualifications Profile:
Delaware State Certification as an Exceptional Child Teacher K‑12 and a core content area.
Evidence of successful PRAXIS II scores or a valid out‑of‑state teaching license. (Include details on initial license requirements.)
Motor Vehicle Operator’s License or ability to provide own transportation.
3 years of successful classroom experience as a special education teacher preferred.
Education:
Master’s degree from an accredited college or university in Exceptional Children/Special Education or related discipline preferred.
Number of Months/Days:
10 months – 188 days (pro‑rated to start date).
Full Time or Part Time:
Full Time.

Teacher certification per Delaware Code Title 14 Section 1500 (minimum high school diploma or GED required for all employees).
