Overview Working Title: Parent Education Coordinator Program: Children and Family Report to: Clinical Supervisor or Clinical Services Manager Location: On-site, The Dalles, Oregon (may travel within the five designated counties: Gilliam, Hood River, Sherman, Wasco, and Wheeler)

Hours/FTE: 1 FTE (37.5 hours); schedule is Monday–Friday, 8:30am–5:00pm. Up to 3 after-hours shifts per month for evenings and weekends; during those times, the total hours may be adjusted to not exceed 37.5 hours per week. FSLA Status: Non-Exempt

The Parent Education Coordinator - Bilingual will support the Standard Outpatient program, Parent Child Interaction Therapy (PCIT), and parenting classes within the Children and Family Services (CFS) department. This is a shared position with Four Rivers Early Learning and Parenting Hub. The role supports the implementation of the Oregon Parenting Education Collaboration Grant work plan under the direction of the Early Learning and Parenting Hub Director. The role works closely with the MCCFL Parenting Education and Children and Family services team, as well as the advisory board. The bilingual position must communicate effectively in both English and Spanish as needed and establish partnerships with organizations serving parents in the designated service area.

MCCFL is a Certified Community Behavioral Health Clinic (CCBHC) offering trauma-informed and recovery-oriented services. We serve Hood River, Wasco, and Sherman Counties and operate with a consumer-engaged, consumer-driven model to provide whole-person care addressing physical and mental health needs. Programs include mobile crisis, case management, counseling, community support, and more.

What you’ll need Any combination of education, licensure, and experience that demonstrates the ability to perform the position’s essential responsibilities is qualifying. This includes:

Certified as a Qualified Mental Health Associate (QMHA) by the Mental Health and Addiction Certification Board of Oregon (MHACBO) or register as QMHA-R within 14 days of hire.

Three (3) years of experience working with families and children with severe emotional disturbances and/or early childhood education.

Experience facilitating groups for adult learners.

Ability to work flexible hours to accommodate weekday evening events until 7:00pm, with occasional weekend events.

Bilingual fluency in Spanish/English is required.

Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 407-007-0200 to 407-007-0370.

Must possess a valid Oregon or Washington Driver’s license, maintain an acceptable driving record, and be insurable for client service purposes or have alternate reliable transportation.

What you’ll do The following list represents the essential responsibilities (functions) of the position and may not include all duties:

Use both English and Spanish as needed to perform all essential responsibilities.

Assess the comprehensive needs of children and families, including strengths and areas for growth.

Assess community needs through asset mapping and needs assessments to identify unmet needs.

Coordinate with community partners to organize parenting series, workshops, and family engagement events per the Four Rivers Parenting Education Work Plan, including onsite support of parenting series.

Schedule parent education series and workshops in coordination with other community events to avoid duplication and maximize resources.

Actively recruit families through various strategies, including creating and distributing promotional materials.

Work with Hub Communications to utilize social media and web tools to recruit and inform parents of educational opportunities.

Track parent education data, share information with appropriate partners, and submit regular reports to funders and supervisors on requested timelines.

Collaborate with MCCFL and Hub staff to coordinate and support Regional Early Childhood Committee and Parent Education advisory meetings.

Evaluate responsiveness and effectiveness of parent education series through ongoing data collection and analysis.

Assist in securing resources such as financial assistance, transportation, educational services, and treatment services as appropriate.

Facilitate parenting skills training in class and individual settings using approved techniques.

Serve as a central referral point for families seeking parent support.

Monitor and assess programming quality using guidance from the Hub and Oregon Parent Education Collaborative.

Provide progress or attendance information to the Oregon Department of Human Services (ODHS) as needed.

Advocate for the child and family as appropriate.

Utilize agency clinical software to maintain current client records, progress notes, and required documentation.

Complete necessary documentation related to parent support, including feedback forms and attendee surveys.

Perform data tracking and reporting; stay current with administrative rules and statutes governing the work.

Support continuity and coordination of care across multiple services and systems over time.

Must travel between work sites/locations within the five designated counties (Gilliam, Hood River, Sherman, Wasco, and Wheeler) using own reliable transportation.

Attend trainings and other professional development to increase skill set.

Maintain regular and reliable attendance; maintain professional communication with all contacts; maintain confidentiality.

Four Rivers Early Learning Hub Additional Essential Responsibilities Additional responsibilities of the Four Rivers Early Learning Hub include:

Collaborate with community partners across sectors (focus on education and health).

Prepare basic contracts, service agreements, and/or Memorandums of Understanding using identified templates.

Participate in grantee conferences, calls, and site visits as directed.

Support annual reports and strategic planning with the Hub Administrator.

Pursue and develop community partnerships and funding opportunities to leverage programming and reduce costs, as directed.

Purchase supplies for programs.
