Position Overview The Land Development Project Manager is responsible for overseeing all aspects of land development for new residential communities, from acquisition through finished lots, ensuring projects are delivered on-time, within budget, and to company standards. This is a key leadership role that collaborates with cross-functional teams, including acquisitions, construction, design, engineering, municipalities, and external partners.

Key Responsibilities

Project Planning: Develop and manage project plans, budgets, and schedules for multiple residential land development projects simultaneously.

Due Diligence & Feasibility: Coordinate and execute due diligence tasks, feasibility studies, site analysis, and risk assessments for land acquisitions.

Permitting & Entitlements: Lead efforts to obtain all necessary permits, entitlements, and approvals from local and state agencies, working closely with planning departments and consultants.

Consultant & Contractor Management: Coordinate and oversee engineers, surveyors, environmental consultants, utility providers, and grading and infrastructure contractors to ensure project specifications and timelines are met.

Budget & Cost Management: Prepare and monitor project budgets, forecasts, and cost controls; process invoices and change orders; and ensure value engineering.

Construction Oversight: Manage community site work and horizontal construction, including grading, utilities, roads, and amenities, ensuring quality, safety, and environmental compliance.

Stakeholder Communication: Serve as the primary point of contact between the company, municipalities, utility providers, and neighborhood stakeholders; provide regular project updates to leadership.

Problem-Solving & Issue Resolution: Proactively identify and address project roadblocks, conflicts, or delays; develop solutions to maintain project progress.

Qualifications

Bachelor’s degree in Civil Engineering, Construction Management, Land Planning, or related field (or comparable experience).

5+ years of experience in land development, preferably with a production homebuilder or land developer.

Deep understanding of the land entitlement process, permitting, horizontal construction, and Portland metro-area regulations.

Proven ability to manage multiple projects, budgets, and deadlines.

Strong leadership, negotiation, and communication skills.

Proficient in project management software, MS Office Suite, and the ability to read and interpret engineering and site plans.

Valid driver’s license and willingness to travel to sites throughout the Portland area.

Base Pay Range $120,000.00/yr - $145,000.00/yr
