Job Title: Project Manager
Location:
Austin, TX 78751 (Hybrid – Onsite Mondays & Tuesdays, Remote Wednesdays–Fridays)
Duration: 10 Months Contract
Position Summary: Texas Health and Human Services Commission (HHSC) is seeking an experienced Project Manager (Level 3) to lead the modernization and replacement of the Program Integrity Case Tracker (PICT) system. The selected candidate will manage the design, development, and delivery of a new case management solution that enhances functionality, improves efficiency, and supports future scalability.
This role requires a strong understanding of Agile (Scrum) methodologies within the PMI framework, and proven expertise in delivering enterprise-scale IT implementations in state or federal environments. The ideal candidate will have exceptional communication skills, leadership abilities, and a PMP certification.
Key Responsibility:
Manage large-scale IT project delivery using Agile and PMI-based methodologies.
Oversee design and development work and ensure alignment with project objectives and timelines.
Create and maintain detailed
project plans , including scope, schedule, and deliverables.
Track progress using
feature-driven Agile methodology
and ensure milestones are met.
Identify, document, and mitigate project
risks, issues, and dependencies .
Provide
weekly project status reports
(verbal and written) to stakeholders and leadership.
Facilitate and lead
project team meetings , ensuring accountability and task completion.
Oversee SDLC processes and ensure
business requirements
are accurately translated into
technical specifications .
Collaborate with cross-functional teams including IT, business, and vendor partners.
Prepare and deliver
presentations
and documentation for leadership and oversight entities.
Mentor and transfer knowledge to internal HHSC staff throughout project lifecycle.
Provide technical and analytical support as needed; occasional on-call support may be required.
