Under direction, to plan, organize, and direct the staff and daily operations of a program or service area of a department and to do related work as required.
DISTINGUISHING CHARACTERISTICS This is a program manager classification used in local public social services agencies to provide management and supervision for agency programs and staff. This classification is distinguished from a supervisorial position by the scope and depth of the overall responsibility to oversee the provision of services.
REPORTS TO Director of Human Services, Director of Siskiyou Modoc Regional Child Support Services or Director of Behavioral Health Services.
CLASSIFICATIONS SUPERVISED Human Services Supervisor I and II, Social Worker Supervisor, Staff Development Analyst, Administrative Support Supervisor.
ESSENTIAL FUNCTIONS Plans, organizes, and directs staff, through subordinate supervisors, in the daily operations of a program or service area of a department; establishes performance standards and training programs, assigns and monitors staff caseloads as needed, establishes systems for case review and other quality control programs to ensure uniform application of laws, regulations, and departmental policies and to maintain a high level of client service; reviews cases requiring state, federal, or Grand Jury response; develops, implements, and monitors new and revised case management procedures; represents the department at meetings and with the public; develops and maintains effective working relationships with community and government agencies; compiles and analyzes complex information, and makes sound recommendations to enhance customer service and agency productivity; communicates effectively orally and in writing with team members, agency staff, and other county department employees; completes employee performance evaluations; assists with the development and review of department policies and procedures; discusses or interprets department rules and programs to staff and the public; prepares budget information; conducts staff meetings; provides professional and technical consultation on complex program matters; assists with and participates in the development of in-service staff development programs; conducts studies and provides casework services for selected cases and programs; works with other supervisors in coordinating the activities of professional and technical staff; receives and prepares correspondence and prepares reports; attends conferences, and participates in studies and research projects; and performs other high-level duties as assigned.

TRAINING AND EXPERIENCE Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
A. Three years of experience performing duties comparable to a Social Worker Supervisor, Human Services Supervisor, or Staff Development Analyst, or Administrative Services Manager I or II.
B. A graduate degree in Public Administration, Business Administration, Social Work.
One year of experience in employment, eligibility, or social service work in a public social service agency.
SPECIAL REQUIREMENTS Possession of a valid and appropriate driver's license.
TYPICAL PHYSICAL REQUIREMENTS Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, FAX, and other related peripheral equipment such as printers and scanners; drives a motor vehicle on short and long distances over a variety of road surfaces and in a variety of weather conditions.
TYPICAL WORKING CONDITIONS Work is performed in an office environment; work may involve stressful situations and include dealing with erratic and sometimes threatening behavior; continuous contact with other staff and the public.
ADDITIONAL INCENTIVES - CHILD WELFARE SERVICES ASSIGNMENTS
Program Managers assigned to Child Welfare Services receive a premium of five percent (5.0%) of their base rate of pay.
Effective January 1, 2023, Program Managers assigned to Child Welfare Services receive a retention bonus of one thousand dollars ($1,000.00) annually during the first full pay period of the calendar year.
Effective February 19, 2023, employees hired as Program Managers assigned to Child Welfare Services receive a hiring bonus of one thousand dollars ($1,000.00) upon completion of their probationary period.
