Program Manager Full‑time, classified. Location: Albuquerque or Santa Fe, New Mexico.

Target Pay Range/Rate: $37.00–$39.00. Opening Date: 10‑27‑2025 – Close Date: 11‑10‑2025.

Responsibilities

Oversee, monitor, and reconcile the program’s operating budget, including preparing and submitting budget‑related documents, auditing invoices, and ensuring compliance with applicable procedures and guidelines.

Prepare budget requests, manage contract administration, and assist with training coordination and event planning.

Communicate program designs and goals to courts, staff, participants, and community stakeholders.

Integrate information systems between judges, court administration, and other stakeholders.

Manage a single large program with a strategic focus on alignment with the judiciary’s goals and objectives.

Maintain inter‑agency cooperation, support and develop working relationships with associated parties, stakeholders, and community coalitions.

Schedule, plan, organize, and facilitate team and individual meetings, training, and program activities.

Develop and prepare budgets, grant‑funded project programs, and required grant‑fund evaluation reporting.

Draft requests for proposals and evaluate resulting proposals in compliance with state procurement code.

Ensure accurate record keeping, HIPAA compliance, and proper file destruction requirements.

Monitor and evaluate contracts and contractors’ performance with respect to compliance and professional scope of work.

Participate in core team meetings, develop and review applicable policies and procedures, and supervise program staff.

Lead legislative hearings and process-related duties, and speak to legislators as required.

Administer jury management processes, including summons preparation, data entry, and statistical reporting.

Assist other courts with training materials and system analysis.

Provide training, develop policy and procedures, and present performance measures to court management.

Perform all other duties as assigned to meet the operational needs of the court(s) or judicial entity.

Qualifications

Bachelor’s degree in Criminal Justice, Public or Business Administration, Social Sciences, or a related field.

Four (4) years of program management experience may substitute for education on a year‑for‑year basis.

Three (3) years of program management, budget oversight, grant writing, or contract management experience related to projects.

Additional relevant education may substitute for experience at a rate of thirty (30) semester credit hours equals one year of experience.

Knowledge of program planning, implementation, and evaluation; employee supervision; budgeting; grant procedures; state procurement rules; legislative processes; New Mexico Civil Court System; HIPAA; and related matters.
