PURPOSE OF CLASSIFICATION The purpose of this classification is to develop, manage and process various support and administrative duties within the Building Department for the enforcement of the Florida Building Code; Provide public assistance with floodplain questions; Provide floodplain outreach to the community; Assist with permitting processing from intake, out-take, expired permits; Issuance of TCO/CO’s and project close-out.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Oversees FEMA’s Community Rating for the City, Publications and Videos, Community Outreach and Special Projects as directed by Building Official.

Develops, manages and processes all Federal Emergency Management Assistance (FEMA) issues within the City; negotiates Flood Insurance Rate Map issues with FEMA’s Washington office on behalf of Naples; oversees re- certification of FEMA’s National Flood Insurance Program Community Rating System (CRS); coordinates and schedules all CRS re-certification activities; compiles and maintains necessary documentation; prepares annual re- certification documentation; ensures that compliant Flood Damage Prevention Ordinance is in place; and reviews Floodplain Variance requests.

Represents the department on FEMA issues; prepares/presents information and presentations regarding flood plain/FEMA issues; and works with Neighborhood Associations, contractors and the general public to promote community involvement in drafting City codes and improving relations with internal and external customers.

Receives and responds to a wide variety of issues, inquiries, and concerns from contractors, architects, realtors, residents, and other entities regarding FEMA and other various permitting issues as directed by the Building Official; provides flood protection assistance; maintains daily inquiry log documenting all calls regarding FEMA, National Flood Insurance Program and the Community Rating System, listing contact type, assistance requested, issues discussed, location, action, etc.

Verifies accuracy for all flood zone determinations and elevation certifications; ensures elevation certifications are submitted within established time frames; enters elevation data into the City and County database system, and transfers data to FEMA.

Maintains and edits the City of Naples Construction, Rehabilitation and Property Maintenance Ordinance and the City Floodplain Management Ordinance as needed to meet FEMA (Federal Emergency Management Agency) and NFIP (National Flood Insurance Program) regulations; works with the Floodplain Administrator to develop and implements flood plain management processes; assists in reviews of building plans with various plans examiners within flood zones on complex floodplain requirements to ensure compliance with the City’s Floodplain Management Ordinance; and conducts compliance inspections on construction sites as needed to assist Building Inspectors when needed; conducts floodplain compliance inspections on construction sites on all private provider inspection projects.

Maintains communication with all local, state, and federal regulatory agencies and entities concerning FEMA issues.

Ensures proper operation and maintenance of the FEMA/CRS system; maintains communication with information systems technical support.

Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, Publisher, Access, HTE, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Writes, edits and coordinates production of brochures, reports and pamphlets as related to Construction, Rehabilitation and Property Maintenance Regulations and FEMA issues; maintains current regulatory FEMA documentation; creates outreach publications and makes presentations as needed regarding Construction, Rehabilitation and Property Maintenance Regulations and FEMA issues and related programs.

ADDITIONAL FUNCTIONS

May coordinate department involvement in special events.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Associate’s degree in Public Administration, Business Administration, or related field required;

3 years experience in information management systems (preferably within the building industry); or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this position.

Must possess and maintain a valid Florida Driver License, “Class E”, with a driving record that meets or exceeds minimum City standards.

Must obtain FEMA’s Floodplain Management Coordinator’s Certificate within one year of hire.

OTHER REQUIREMENTS The City of Naples is a Tobacco-Free Workplace. Applicants for the City of Naples must not have been a user of tobacco products for at least six (6) months immediately preceding an application for employment; and, if hired, must maintain non-use of tobacco products for the duration of employment with the City of Naples. Tobacco is defined as any lighted or unlighted cigarette, cigar, pipe, nicotine dispensing device, other types of smoking product, smokeless tobacco including dip, chew or snuff.

ADA COMPLIANCE Physical Ability Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors Essential functions are regularly performed without exposure to adverse environmental conditions.
