Purpose of Position Support the administration of the System’s optional benefit programs such as the Student Insurance Program, Affordable Care Act reporting program, actuarial services, and other OEB programs. Support management of contracts for overall OEB programs. The position includes but is not limited to supporting member call center activities, plan member appeals, writing and publishing Request for Proposals and negotiating and implementing new contracts, monitoring contracted requirements with vendors and reporting deficiencies to appropriate staff. Assist with and coordinate the dissemination of training of the special programs as well as perform contract management, including contract renewals, vendor performance monitoring and performance guarantee terms with contracted vendors.
Essential Functions
Develop and prepare solicitations, contracts and amendments for complex and/or technical procurements by identifying provider resources, describing services to be rendered, evaluating information supplied by proposers, and negotiating contract specifications, terms and conditions.
Support the insurance provider selection process including participation in the request for proposal, plan design, administration, and negotiation through preparation of contracts for execution for OEB specialty programs.
Monitor legal and regulatory requirements pertaining to contracting. Interface with the UT System Office of General Counsel, UT System Privacy Officer, and UT System Security Officer.
Support the management of the System‑Wide student insurance program, including oversight of the program at each institution and working with a vast network of institution‑based constituents in the delivery of benefits. Support other specialty contracts within the program.
Conduct needs assessments to determine requirements for the purchase of goods and services for a variety of special programs on behalf of System institutions as well as OEB.
Prepare and interpret plan documents, policies, and state/federal information requirements to ensure compliance with state and federal laws and consider the unique business needs of a diverse system.
Develop and monitor plan data for all OEB plans to ensure contract compliance with insurance plan requirements and take appropriate action to address issues and opportunities for continuous improvement.
Monitor vendor and plan performance and maintain responsibility for program member appeals.
Support the administration of customer service and overall administration issues of the special programs including, but not limited to, management of staff, coordinating customer call center activities, plan member appeals, writing and publishing communications.
Assist SMEs in creation of Request for Proposals and negotiating and implementing new contracts, monitoring contracted requirements with vendors and reporting deficiencies to appropriate staff.
Coordinate the dissemination, training and institution customer service relating to policy interpretation.
Other duties as assigned.

Required Qualifications
Bachelor’s Degree in a related field.
Three years of related experience.
One year of college (30 semester hours) may be substituted for one year of the required experience on a year‑for‑year basis.
Preferred Qualifications
Seven years of related experience.
Working Conditions
May work around standard office conditions.
Uses standard office equipment.
Requires occasional evening or weekend hours.
Additional Information The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.
A background check will be conducted on candidates under final consideration.
