Program Specialist/Manager Summary The Program Specialist/Manager is responsible for the successful operation of the Program Office in support of Workforce Management Solutions. The goal is to consistently drive client and supplier satisfaction and maintain program efficiencies.
Responsibilities
Identify and develop relationships with primary stakeholders, hiring managers, and program users to fill job requisitions across suppliers.
Screen resumes and select the most qualified candidates to present to the Client.
Review resumes for high bill rates and negotiate with suppliers.
Solicit feedback on presented resumes from hiring managers and disseminate feedback as necessary.
Respond to suppliers with any feedback on candidates.
Ensure and provide hiring manager interview feedback to Supplier.
Establish and maintain proactive, positive relationships with customers and suppliers through regular phone and virtual contact.
Build trust with internal and external stakeholders and serve as the primary point of contact for escalations.
Evaluate current projects, strategies, pipelines, tools, and technologies using data and metrics, and recommend best MSP practices.
Provide contractor market knowledge (general availability of skills and rate guidelines).
Assist in the development and definition of processes, documentation, and project plans.
Ensure the program management team adheres to proper processes for vendor resume screening, interview coordination, and offer presentation and negotiation.
Conduct regular follow-ups with managers to ensure contract success and provide early mitigation of issues.
Resolve any variances from the predefined system/process.
Communicate to and train hiring managers and agencies on the contract recruitment process.
Provide regular and ad-hoc operational reports and trend analysis for managers and executives on the recruitment process, contractor procurement, and staffing agency effectiveness.
Recommend new services/processes to customers to support customer success.
Ensure Quarterly Business Reviews are carried out by coordinating relevant stakeholders.
Manage data in VMS and associated systems.
Work with program teams to ensure delegation of work and service coverage.
Provide initial and ongoing training to team members, clients, and suppliers.
Serve as a strategic business advisor to clients.
Assure all program team members are appropriately trained on the VMS and program procedure policies.
Prepares and delivers weekly and monthly reporting to Leadership on all program activities and issues.
Act as liaison between customer and supplier senior management.
Achieve all service level agreements and ensure program is managed on budget.
Work with accounting team to ensure invoicing and supplier payment process is accurate and timely.
Qualifications
4+ years of proven experience within the Staffing Industry, MSP, or Procurement Industry.
1-2 years of experience as an Account Manager, Customer Satisfaction, Program Management, or similar role.
Experience with Fieldglass, Beeline, or comparable VMS.
Experience working directly with managers and managing full life cycle recruitment processes.
Strong written and verbal communication skills.
Proficient in Microsoft Office applications.
Knowledge of staffing supplier MSP contract language and requirements.
Strong relationship-building and negotiation skills.
Ability to travel as needed.
