Residential Compliance and Property Manager Pay range:

$55,000.00 – $70,000.00

per year.

This role involves preserving and enhancing affordable housing for low-income families in Manhattan Valley, Harlem, and Washington Heights. Key responsibilities include managing daily property operations, tenant placement, ensuring compliance with housing laws, and performing financial oversight.

Major Duties

Supervise the work of the Property Management Team.

Coordinate with Facilities Director, Maintenance Supervisor and other staff to identify and resolve repair and maintenance issues.

Respond to emergency situations and report findings (e.g., fire, police investigation, acts of nature).

Monitor rent collection and initiate non‑payment or hold‑over proceedings promptly.

Maintain accurate records and tenant files in accordance with regulatory agreements and best industry practices.

Prepare for and participate in agency‑mandated tenant file reviews.

Collect utility information from tenants for required analyses.

Ensure vacant units are turned over and ready for occupancy on time.

Re‑lease units within 30 days to maintain high occupancy with qualified tenants.

Conduct routine inspections and annual unit inspections to ensure compliance, cleanliness, and proper maintenance.

Work with tenants and tenant associations to identify and resolve building issues.

Maintain positive professional relationships with residential and commercial tenants, safeguarding confidentiality.

Complete annual and interim recertifications for Tax Credit and HUD properties.

Assist in the completion of annual DHCR rent registrations and HPD property registrations.

Stay up‑to‑date with NYC, NYS, and federal housing laws and initiatives.

Complete additional tasks as required by senior staff and applicable law.

Knowledge & Skills Required

Familiarity with local, state, and federal housing laws and regulations.

Strong interpersonal and business communication skills.

High level of organization and attention to detail.

Competence with office management software.

Knowledge of financial reporting.

Requirements

Bachelor’s degree in Real Estate Finance, Property Development, Urban Planning, Development, Business Administration, or related field is a plus.

Must hold one of the following certifications: TaCCs, COS, BOS, RAM or another affordable housing certification.

Bilingual (English & Spanish) preferred but not required.

Minimum 3‑5 years of related property management experience.

Strong written communication skills for producing general correspondence to residents, vendors, and regulatory agencies.

Hardworking, detail‑oriented, and a team player.
