JOB SUMMARY
The Employment Specialist II will assist individuals enrolled in Project Search, Student Internship Experiences, Community Habilitation, Community Prevocational Services and Supported Employment to prepare for paid employment or unpaid meaningful community activities, including volunteering. The Employment Specialist II is also responsible for providing services under the ACCES-VR Contract, to include conducting Vocational Assessments and Benefits Advisement. The Employment Specialist II reports to the Associate Director of Vocational Services.
Job Functions
Regulatory and Corporate Compliance: Ensure compliance with regulations, agency policies and procedures. Ensure required documentation is complete, accurate and legible. Ensure the agency's incident management process is followed. Provide input in the development and revisions of policies, procedures and agency forms as needed. Ensure Chain of Command is followed when necessary and instructions are followed as stated in policy and procedures. Promote the highest quality of support by implementing the Code of Ethics and Core Competencies. Keep all information confidential.
Financial Management: Assist with ensuring adherence to the annual budget. Assist with ensuring accurate management of individual's funds. Complete personal allowance documentation and other financial documentation according to procedure.
Person Centered Services: Provide services to individuals as planned in their Life Plan which includes the person\'s IPOS, Community Hab Plan, Community Prevoc Plan, Supported Employment Plan, Behavior Support Plans, Day Habilitation Plan, and/or other safeguards and ensure all related documentation is completed. Implement activities as outlined in the Staff Action Plan and, as applicable the Life Plan. Provide services to individuals as planned in their Individualized Employment Plan and ACCES-VR authorization and referral documentation. Provide services to individuals as planned in their IEP or 504 plan and outlined by their school district. Provide services to individuals as planned in their Office of Mental Health employment plans for Assisted Competitive Employment, Transformed Business Model and On-Going Integrated Supported Employment. Follow the IPS (Individual Placement and Support) model for service delivery. Plan and coordinate daily activities. Act as an advocate for individuals. Complete assessments and compile baseline data as assigned. Assist and support individuals with community integration. Respect privacy and confidentiality. Work collaboratively with others to ensure health and well-being. Ensure emergency medical procedures are followed and consult with medical chain of command when necessary. Provide services and follow Plan of Nursing Services (PONS). Report and document all medical concerns. Complete weekly one-on-one meetings with the Team Leader and Manager with prepared agendas. Complete one-page profiles and assist POMS as applicable. Support individuals to reach vocational goals and adapt to social demands of the workplace. Develop/teach strategies for soft skills, stress management and workplace rules. Maintain professional teamwork with staff, families, college personnel & community. Maintain a focus on individual goal achievement as per life plan. Provide counseling on the Americans with Disabilities Act (ADA).
Program Standard: Maintain an environment that encourages optimal personal development. Complete assigned daily responsibilities, shift overlaps, documentation, filing, and general office maintenance. Identify and develop new services and support opportunities. Complete monthly summaries and reports. Be familiar with multiple policies, protocols, hierarchies, tasks, quality standards, etc. Work independently, problem solve, think critically, and foresee issues. Teach job tasks with adaptable instruction, breaking tasks down to meet business quality standards. Train individuals for competitive employment and meaningful community activities, including social skills, grooming/hygiene/dress, resume/cover letter, job seeking skills, and interview techniques. Manage multiple programs and funding sources. Develop natural supports. Attend required trainings (ACCES-VR, OPWDD, Relias, on-site) per policy and contract. Provide Case Management assistance to individuals supported (crisis management, housing, benefits, linkage and referrals).
Physical Plant and Safety: Ensure a safe, clean site; address concerns promptly. Be familiar with fire evacuation plan and infection control practices. Ensure site vehicles are maintained as applicable.
Contacts with Others: Develop and maintain positive relationships with families, local businesses, service providers, and external resources. Ensure professional written and verbal communications and respect privacy and confidentiality. Work autonomously as needed.
Additional Functions: Participate in agency committees, initiatives, projects and trainings. Maintain certifications and annual training updates. May use private vehicle to transport individuals. Be flexible with work locations and hours, including potential residential work when required.
Knowledge, Skills, and Abilities: Demonstrates conscientiousness, dedication, self-discipline, and responsibility. Works under general supervision, can work independently, manage multiple assignments, and meet deadlines in a high-volume environment. Builds effective relationships and teams, handles confidential information with discretion, has basic Microsoft Office and introductory computer skills, strong written and verbal communication, and ability to operate office and medical equipment. May need to operate wheelchair-accessible vans. Availability for regular hours plus overtime, nights, weekends, and being reachable outside of working hours.
Qualifications: Bachelor\'s Degree in a related field (personnel, employment counseling, counseling and guidance, rehabilitation counseling, etc.) and one of the following: two years of vocational counseling experience in a rehabilitation setting or similar; or 18+ semester hours in relevant fields and one year of experience; or two years of experience with people with developmental disabilities preferred. Knowledge of local job market and employer expectations. CPR/First Aid/AED and SCIP within six months of hire. 24 hours of Innovations in Employment Support Training within first year, plus ongoing CEU requirements. Completion of Tier 1/2/4/5 training from NY Consortium of Advancement in Supported Employment within first year. Ongoing CEU requirements and training as specified. Additional requirements for positions requiring driving: valid driver\'s license, safe driving record, insured vehicle, and enrollment in LENS where applicable.

Authority and Accountability: This position has no direct supervisees. Works under the immediate supervision of the Associate Director of Vocational Services and is responsible for preparing individuals for paid employment or meaningful community activities per agency policy. Adheres to expense guidelines and program requirements. Management may reassign duties as needed.
