Position Summary Behavioral Health Clinician II

will provide treatment services for individuals requiring ASAM Level I (outpatient) or ASAM Level 2.1 (Intensive Outpatient Program). This may include individual, group and/or family sessions as well as coordination of case management and psychiatric services as indicated on the treatment plan. The Behavioral Health Clinician II may also be asked to assume administrative and/or supervisory functions such as the clinical supervision of interns or supervision of program staff, and oversee specialized services such as treatment of adolescents and co‑occurring disorders.

Minimal Qualifications

Must possess or be willing to complete LCADC to work in ARS.

Must possess NJ license and Master’s Degree in a clinically related field such as social work or counseling.

Preferred Qualifications

Experience working with a similar population, preferably in a setting treating co‑occurring disorders.

Experience utilizing evidence‑based practices.

Experience with adolescents and their families and LCADC.

Responsibilities

Assess the counseling needs of the clients.

Assess clients using the ASI or other standardized clinical interview tool and diagnose clients for substance use disorder using the DSM‑5.

Determine the appropriate level of care according to ASAM Criteria.

Obtain previous records that are relevant to the current treatment episode.

Collaborate with the client to develop a written treatment plan that includes goals and measurable objectives, and is client‑centered and recovery‑oriented.

The director of substance abuse counseling shall develop, monitor and provide the client and treatment team with a written schedule to update each client treatment plan(s) in order to ensure clients’ needs are met.

Provide the substance abuse counseling services specified in the client treatment plan.

Review clients throughout the treatment episode according to the ASAM Criteria to determine the need for continued services, transfer, or discharge/transfer.

Review and, where necessary, revise the client treatment plan to address ongoing problems.

Develop a client discharge/transfer plan to ensure movement to the appropriate levels of care.

Contact, case consultation if necessary, and coordinate with referral sources (for example, mental health treatment providers, criminal justice agencies, schools, employers, DCPP).

Participate as a member of a multidisciplinary team for assigned clients.

Provide active case consultation.

Document all counseling and education services, assessments, reassessments, referrals, and follow‑up in the client’s clinical record, and provide appropriate signatures and dating of such entries, including those made in electronic records.

Complete a biopsychosocial assessment within the time frame established for the program and formulate the treatment plan, utilizing ASAM‑PPC2 and DSM‑V to determine level of care and diagnosis.

Complete treatment plans for ASAM Level 1 (Outpatient) and Level 2.1 (IOP) utilizing evidence‑based treatment approaches such as Motivational Interviewing (MI), Cognitive Behavioral Therapy (CBT), Stages of Change, and Relapse Prevention.

Utilize a holistic approach to treatment planning and include medication‑assisted treatment of both mental health and substance abuse disorders in planning, as well as case management to address all life domains.

Complete annual in‑service education required by Agency and DMHAS and maintain CEUs required for professional licensing.

Maintain competency to provide treatment through ongoing clinical supervision and continuing education and successfully complete goals in yearly staff evaluation.

Complete clinical documentation in a timely and effective manner; comply with Agency and funding guidelines regarding documentation; keep up to date on the use of CPC’s electronic clinical record.

Follow Agency and regulatory policies regarding confidentiality and security of client information.

Abide by Agency, State and Federal as well as professional licensing standards pertaining to client rights, ethical treatment, conflict of interest, HIPAA, etc.

Identify high‑risk clients and work with the team to provide safe and effective treatment outcomes.

Work cooperatively and collaboratively with other staff and supervisors as well as with clients, referral sources and outside agencies with a client‑centered and recovery‑oriented approach.

Successfully complete orientation period; complete and maintain necessary medical documentation for CPC file.

Report incidents, client complaints, serious concerns regarding risk levels, etc. to supervisor; utilize Agency policy and procedures to address these issues.

Participate in performance improvement and client outcome activities.

Provide clinical supervision or program coordination for staff and/or interns as directed by Program Coordinator.

Physical Requirements The position requires prolonged sitting, some bending and stretching. Good eye‑hand coordination and manual dexterity sufficient to operate standard office equipment is required. Employees must have normal range of hearing and eyesight to record, prepare, and communicate information pertaining to this position. The employee must occasionally lift and/or move objects up to 30 pounds.
