HDR is dedicated to improving the world through sound environmental stewardship. The Environmental Compliance Specialist is responsible for a wide variety of environmental compliance projects as they relate to air quality, stormwater, solid waste and hazardous waste.
Primary Responsibilities
Review state and federal regulations to determine applicability and define compliance requirements for industrial, institutional, power and utility sources.
Perform calculations to develop air emission inventories and conduct technical analyses such as computerized dispersion modeling to evaluate source impacts.
Prepare environmental permit documents (e.g., air permit applications, stormwater permit applications, SPCC plans, and SWPPP) on behalf of clients and coordinate permitting projects.
Work with applicable regulators on air quality, stormwater and other environmental issues.
Conduct site audits of compliance with federal, state and local regulations, agency policies, training initiatives, and risk mitigation programs; identify risks/deficiencies, develop corrective action strategies, and ensure issues are addressed and resolved.
Follow prescribed procedures and detailed instructions.
Work both independently on small projects and as part of larger project teams to assist senior personnel.
Perform other duties as needed.
Preferred Qualifications
Experience with air emission methodologies, construction and operating permits, and regulations under PSD, Title V, NSPS, MACT, and CAM programs.
Experience with stormwater, solid waste and hazardous waste regulations and implementation, such as NPDES, RCRA and CERCLA, and Phase I environmental site assessments, SPCC plans, SWPPP and Risk Management Plans.
Ability to understand and interpret detailed technical documents.
Self‑starter with excellent writing, comprehension, organizational and communication skills.
Ability to work independently and as part of a team.
May require the ability to travel occasionally.
Preference given to local candidates.
Required Qualifications
Bachelor’s degree in Environmental Sciences or closely related field.
Knowledge of wetland delineation, field investigation techniques, and agency coordination requirements.
Excellent writing and communication skills.
MS Office experience.
