Responsibilities
Public Health Nurse II
under the supervision of the HIV/STD Program Manager, independently performs complex, specialized and comprehensive HIV/STD, and public health nursing services. Plan, develop, and coordinate nursing activities for care of individuals, families, and communities in the rural/frontier areas of Public Health Region 9/10. Services in clinical and non-clinical settings for populations in need (including MSM, injection drug users, homeless persons, sex industry workers, and other hard to reach populations).
Provide direct client care and case management services. Participate in disease control and prevention, community education, quality assurance, and program administration activities. Serve as a technical consultant and resource on CDC/DSHS standards regarding testing, diagnoses and treatment of STDs and HIV. Maintain and operate a Class D Pharmacy. Work under general supervision with moderate latitude for initiative and judgment.
Augment Tuberculosis (TB) Program in Tom Green County and surrounding areas. Provide direct client care including Directly Observed Therapy (DOT), collection and shipment of lab specimens, patient assessment and education.
Conduct activities during public health emergencies and pandemic responses, which may require shift/location/supervisor changes.

Operate clinics at Midland and San Angelo offices. Provide assessment, testing, treatment, education, and counseling for individuals exposed to or diagnosed with STDs, following standing orders and CDC guidelines. Collect specimens for lab and rapid testing (urine, venipuncture, finger-stick). Interview patients to identify risk factors and medical history to provide individualized care. Maintain thorough records and patient confidentiality in compliance with HIPAA. Coordinate with Disease Intervention Specialists for follow-up investigations. Conduct regular inventory and ordering of medications and supplies.

Develop and deliver HIV/STD training programs. Build relationships with partners (local health departments, physicians, laboratories, etc.). Serve as subject matter expert, organize and lead community events providing HIV/STD education, testing, treatment, and MPox vaccinations.

Participate in policy/procedure development and data collection/analysis. Maintain relationships with regional officials and community organizations; assist with program reporting and target-group identification.

Train and evaluate HIV/STD team members on phlebotomy, point-of-care testing, and standard precautions. Provide additional education to enhance team knowledge. Assist with occupational care of staff (annual testing and vaccinations).

Other duties as assigned, including supporting other communicable disease programs, disaster response, safety, and data management. Safe operation of state-owned, rental, or personal vehicle required; driving record must meet DSHS policy. Comply with DSHS immunization policy.

Registrations, Licensure, and Certifications
Licensed as a registered nurse in Texas or a state recognizing reciprocity via the Nurse Licensure Compact.
CPR certification or ability to obtain within 6 months.
Current valid Texas driver’s license.
Initial Screening Criteria
Public health nursing experience in clinical and/or field settings (Preferred).
Experience with diverse communities (Preferred).
Experience in health education presentations/training (Preferred).
Experience with Microsoft Word, Excel, Outlook and the internet (Required).
Current Texas RN License or ability to obtain before start date (Required).
