The Arizona Department of Public Safety is seeking knowledgeable and experienced law enforcement officers to staff the Major Incident Division (MID). This division was established to perform criminal investigations of critical incidents involving the discharge of a firearm by a peace officer due to a use-of-force encounter. This recruitment specifically seeks applicants for the Scene Capture and Reconstruction (SCAR) Team, which specializes in processing, analyzing, and reconstructing incident scenes with an emphasis on Officer-Involved Shootings and other Critical Incidents. To document scenes, SCAR utilizes advanced technologies such as laser scanners and Unmanned Aerial Systems (UAS).
Responsibilities
Conduct incident scene and criminal investigations involving law enforcement use-of-force or criminal misconduct. Develop and maintain an expertise in law enforcement use-of-force. Locate witnesses and evidentiary items, and document information for criminal investigations. Conduct interviews of witnesses, suspects, victims, and others. Conduct investigations that may involve complex investigative procedures or covert responsibilities; testifies in court as required. Compose extensive reports, memos, and other correspondence. Author and serve search warrants, court orders, legal processes, and/or documents as required. Arrest criminal and traffic law offenders and transport them to jail. Use appropriate force to subdue offenders. Make presentations for internal and external customers. Prepare various reports (statistical, activity, administrative, etc.) as required. Work with other law enforcement agencies in planning, coordinating, and conducting investigations. Prepare court cases and testify as a witness. Operate and maintain various law enforcement equipment, tools, weapons, and vehicles. Maintain liaison with other law enforcement agencies, court systems, and the public to promote a cooperative law enforcement atmosphere. Utilize LIDAR scanners, drones, and other tools to preserve spatial data for incident scenes. Transform raw data into deliverables, including registered point clouds, 3D models, and spatial visualizations. Produce diagrams to support investigations. Prepare detailed reports. Knowledge of
Criminal investigations, police methods, practices, and procedures. Departmental rules and regulations. Federal, state, and local laws governing traffic and crime, search and seizure activities, and the rules of evidence. Modern techniques in crime scene processing and documentation. Skill In
The operation of a vehicle under normal and/or adverse conditions. The use of firearms and related police emergency equipment. The use of computer-aided diagramming software. The use of point cloud registration software. The use of Microsoft Windows, Word, Excel, and PowerPoint. Ability To
Prepare clear, accurate, and grammatically correct written reports. Maintain composure and work effectively under highly stressful conditions. Analyze situations or information and adopt quick, effective, and reasonable courses of action. Treat persons with courtesy and respect while performing the Department's mission. Read and understand complex written information. Observe and recollect details. Apply deadly force in accordance with law and Department policy. Work independently. Establish and maintain cooperative working relationships with those contacted in the course of work. Work any hours including weekends, holidays, rotating shifts, callouts, and overtime. Perform work for extended periods of time in environments of extreme heat or cold, or wet conditions. Perform the physical requirements of the work (e.g., run and/or jump over rough terrain and obstacles; physically take custody of persons; subdue and apprehend combative suspects; safely search persons and places; push or pull heavy objects and apply force with upper and lower body; reach, bend, stoop, kneel, twist, and turn, etc.). Use specialized protective equipment or clothing. Communicate clearly and concisely, both orally and in writing. Operate a computer to input and retrieve information. Minimum Qualifications
Requires fifteen (15) years of law enforcement experience with some experience in investigative assignments. At least one year of experience documenting crime scenes using laser scanners and/or UAS. Proficiency in post-processing scene data and creating diagrams using computer-aided diagramming software. Additional Requirements
Must possess and maintain AZ POST certification as a sworn peace officer or the ability to obtain AZ POST Peace Officer certification within sixty (60) days of appointment. Must pass AZ POST firearms qualification course. Must pass 2-mile walk in under 40 minutes. Must demonstrate ability to walk up twelve flights of stairs. Must possess and maintain a valid Arizona Driver license at the time of employment. May be required to travel to perform certain work functions. May be required to work extended or irregular hours. May be required to respond to hearing and court appearances as needed. Preferred Qualifications
Five (5) years of assignments in an investigative detail. Previous experience in homicide investigation and officer involved shootings. Instruction experience and/or certification in crime scene investigation and the use of scene documentation tools. Working Conditions/Physical Requirements
Office and/or field settings. Must be able to move items weighing up to 50 pounds each, in compliance with OSHA regulations. May be required to respond to crime scenes or critical incidents. May be exposed to outdoor weather conditions, fumes, or dust, toxic or caustic chemicals or bodily fluids. FLSA Status: Non-Exempt
