Duties Under the direction and supervision of a licensed professional engineer, the incumbent will perform a variety of duties depending on assignment.

Design:

Design of capital roadway or bridge projects including site investigations, preparation of engineering drawings using 2D/3D CADD, and preparation of estimates. May also serve as an assistant team leader for a bridge/culvert inspection crew.

Assistant Engineer responsibilities:

Draft project reports, supervise and review engineering technicians, perform quality control review of project documents, assist in public outreach, and provide construction support.

Construction:

Function as Chief Inspector or Engineer‑in‑Charge on Department construction projects; ensure work meets contract specifications and engineering standards; supervise project inspection crews; review design, consultant and contractor plans, shop drawings, estimates; initiate design changes and orders on contract; complete daily work reports; prepare final documents and record plans; act as office engineer checking computations and maintaining job records; work with regional staff on geotechnical and materials issues; engage in CADD, highway design software, and GPS systems.

Traffic:

Transport geometric design including intersection and work zone design, design of traffic control devices and ITS; site investigations, engineering drawings, construction estimates, traffic engineering and safety studies, highway capacity analyses, traffic management; prepare Traffic Engineering Reports; supervise and review work of traffic technicians; perform complex operational analyses; coordinate ITS and assist with transportation control and work zone quality assurance activities.

Serve within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Candidates must meet the open competitive minimum qualifications.

Engineer Trainee:

Either a bachelor's degree or higher in a qualifying engineering discipline or proof of passing the NCEES Fundamentals of Engineering Examination (FE) and one year of full‑time engineering experience.

Trainees are on a 24‑month program that leads to Assistant Engineer, Grade 20, contingent on FE certification and completion of the traineeship.

Assistant Engineer:

Either proof of passing the FE and a qualifying bachelor's degree, or proof of passing the FE and one year of full‑time qualifying engineering experience.

Qualifying degrees include Civil Engineering, Civil Engineering Technology, Construction Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Structural Engineering, Transportation Engineering, and related fields.

Qualifying experience: One year of full‑time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Additional qualifications may be required for permanent appointment per civil service law.

Additional Comments

NY HELPS Program may fill the title via a non‑competitive appointment; candidates must still meet minimum qualifications.

Employees hired under NY HELPS will have their non‑competitive status converted to competitive status in the future.

Starting salary for an Engineer Trainee is $66,951; for an Assistant Engineer it is $81,193 (composed of $74,193 base plus geographic differential).
