Stormwater Compliance Section Lead (Civil Engineer III)

Important: To be eligible for this position, all candidates must currently be serving as Permanent Civil Engineers.
The Bureau of Environmental Planning and Analysis (BEPA) is responsible for implementing the inspection and enforcement program of the State Pollution Discharge Elimination System (SPDES) Industrial Stormwater Multi-Sector General Permit (MSGP) in the Municipal Separate Sewer System (MS4) area. BEPA inspects facilities covered under the MSGP and assesses unpermitted industrial and commercial facilities for permit coverage.
BEPA seeks to hire a Civil Engineer for the Industrial and Commercial (IC) Program in the Watershed Management and MS4 Compliance Unit located in Queens, NY. The role involves supervising civil and environmental engineering work, leading a team of inspectors and engineers, and supporting the MSGP inspections and enforcement activities. Responsibilities include facility inspections, enforcement, stormwater pollution plan review, permit and compliance tracking, and training. Additional tasks include planning, coordinating, inspecting stormwater management projects, conducting research, investigations, and providing site-specific recommendations. The engineer will review maps and plans to ensure legal and regulatory compliance.
Minimum Qualifications
Four (4) years of full-time, satisfactory civil engineering experience. A valid New York State Professional Engineer’s License, maintained throughout employment. A master's degree in civil engineering from an accredited institution may substitute for one year of experience. To qualify for higher assignment levels, candidates need at least one year of recent experience as a project leader on complex projects requiring specialized expertise. Preferred Skills
Candidates must currently hold a Permanent Civil Engineer title. Preferred experience includes civil site design and review (grading, drainage, site layout), familiarity with stormwater management, NYC MS4 permit, and MSGP requirements. Additional skills include: Valid NY motor vehicle driver license for field inspections Strong organizational and prioritization skills Excellent communication skills Proficiency in data organization and analysis using computers Ability to read construction drawings Knowledge of hydrology and hydraulic calculations Good collaboration skills This position is also open to qualified persons with disabilities through the 55-a Program.
