The County of Riverside’s Flood Control Department has an opportunity for an Engineering Technician I/II who will be assigned to Construction and Maintenance division in Riverside.

The Engineering Technician I/II performs on-site technical and quality control inspections for the Flood Control and Water Conservation District’s public works and developer-funded drainage projects. The Engineering Technician I/II will work on storm drain facilities such as underground pipes, box drains, open channels, levees, and basins, often involving reinforced concrete work, trenching, shoring, utility relocation, soil compaction, and traffic or environmental safety measures. The Engineering Technician I/II also assists senior staff with maintaining project records, including quantity reports and daily logs, and fosters effective working relationships with contractors, vendors, and project personnel. This position is primarily field-based however, the Engineering Technician I/II will occasionally perform office work.

The Engineering Technician I is a natural progression underfill for the Engineering Technician II. Incumbents are eligible to promote to Engineering Technician II upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

This position follows a 5/40 schedule, Monday through Friday, from 7:30 a.m. to 3:30 p.m.

Competitive candidates will have experience inspecting public works construction projects involving reinforced concrete structures, such as channels, storm drain pipes, roads, walls, or bridges. Experience in soils and construction materials testing, use of Bluebeam software, operation of nuclear testing gauges, and possession of an ACI Concrete Field Testing Technician – Grade I Certification are highly desirable.

CONSTRUCTION MATERIAL TESTING

Observe work in progress to ensure construction procedures are followed and that material used conforms to specifications.

Collect and prepare aggregates, concrete mixes and soil samples in the field for subsequent laboratory testing and characterization (e.g. moisture content, density, sieve analysis etc.).

Follow proper procedures and perform accurate testing and computations related to on-site materials, and soil compaction testing as well as laboratory testing and analysis.

May be assigned to perform off-site inspections at pre-cast concrete structure manufacturing plants.

Engineering Technician I $25.77 - $40.48 Hourly

$53,602.96 - $84,195.70 Annually

OPTION I Experience: Two years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)

OPTION II Certificate: Valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of sub-professional engineering experience.

Engineering Technician II $32.07 - $45.00 Hourly

$66,698.27 - $93,598.61 Annually

OPTION I Experience: Three years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)

OPTION II Education: Graduation from an accredited college or university with a bachelor's degree in surveying engineering or civil engineering.

OPTION III Experience: Three years of sub-professional civil engineering experience. (A valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of the required sub-professional engineering experience.)

ALL OPTIONS Knowledge of: Mathematics including algebra, geometry and trigonometry; the basic practices of engineering design and construction, traffic control and land surveying; manual and automated drafting techniques; field and office procedures relating to hydrography; procedures related to construction inspection.

Ability to: Read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; assist in the preparation of designs, plans, estimates, reports, and specifications; collect and analyze traffic, transportation, hydrologic, and other data and prepare reports, interpretations and recommendations; compile and enter data into computer system for computer aided mapping; perform survey field work, inspect public works projects and subdivision tracts; maintain effective relations with others.

Other Requirements License: Possession of a valid Class C California Driver's License is required for traveling to various inspection sites.

Physical environment The Engineering Technician I/II will perform physical work outdoors throughout the year in Riverside County and be exposed to inclement weather. Some duties will be performed on construction sites on uneven/sloped surfaces. Inspections may involve getting close to the ground and ascending to inspect work or materials at higher elevations.
