Overview The City of Richland's Public Works Engineering Group is looking for a well-qualified Engineering Technician II to join their team! The role involves CAD design work on public‑works, parks, and economic development projects. Mentoring opportunities are available from experienced designers and engineers. Salary range: $31.88 to $44.64 per hour. Target hiring range: $31.88 to $38.26 per hour.
Minimum Qualifications
Obtain Flagger Certification within six (6) months of hire and maintain it for employment duration.
Valid driver’s license.
Associate Degree in Engineering Technology, CAD/CADD or related field.
At least one (1) year of experience in design, drafting, construction inspection, materials inspection, or utility locating, or an equivalent combination of education and experience.
Desirable Qualifications
Civil design or civil construction related experience.
Experience using Civil 3D to design projects.
Essential Job Functions
Perform drafting work to assist in the preparation of plans, designs and engineering drawings for civil or electrical engineering projects; prepare sketches and reports from field notes; perform mathematical calculations and compile quantity and cost estimates.
Draft planimetric or topographic maps and right‑of‑way drawings; review road geometrics and traffic‑related maintenance work; conduct traffic studies.
Establish points and elevations, proper location and drainage for streets, sewers, runways and structures; plot profiles and cross sections, calculate volumes and areas, tabulate structural excavations, and plot traverses.
Visually inspect initial project sites and compile field reconnaissance reports; review submittals for compliance; perform field checks and gather engineering information.
Inspect components of ongoing construction projects; complete written reports on specification compliance; collect samples and perform density and on‑site material tests.
Perform utility locating for city water, electrical, communications, storm and sanitary sewer lines using specialized equipment; update and maintain county atlases, road logs and annexation records.
Interact with public, contractors, developers and utility representatives; provide courteous, prompt, accurate information per policies and procedures.
Knowledge, Skills and Abilities Applicants should possess knowledge of federal, state and local laws and regulations, modern office practices, algebra, trigonometry, basic physics, all computer‑aided design (CAD) drafting, and utility locating equipment. Skills include accurate file maintenance, reading engineering plans, developing new software applications, analyzing situations, performing multiple survey functions, composing clear written communications, prioritizing tasks, operating modern office equipment, and applying safety regulations.
Working Conditions This role requires regular, punctual attendance at the office or other assigned locations. Physical demands include lifting up to 10 pounds routinely, up to 25 pounds occasionally, and up to 50 pounds seldom. Duties may involve walking, climbing, kneeling, and operating in environments with variable weather, vibration, and exposure to chemicals.
