The primary purpose of this position is to perform work involving on-site inspection of construction or monitoring and control of construction operations. Positions in this occupation require applying: practical knowledge of engineering methods and techniques; knowledge of construction practices - methods - techniques - costs - materials - and equipment; and the ability to read and interpret engineering and architectural plans and specifications. Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirements: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience requirements. Specialized Experience (for positions at GS-4 and above): Examples of qualifying specialized experience include: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications - inspecting materials and workmanship - and insuring adherence to safety requirements. Supervisor of craftspersons - equipment operators - or mechanics engaged in construction work - provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. In addition to meeting the above Individual Occupational Requirement (IOR) - applicants must also meet the experience relevant to this position. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge - skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position - and that is typically in or related to the work of the position to be filled - in the normal line of progression for the occupation in the organization. Specialized experience includes: overseeing the planning - coordination - and execution of construction projects - including managing budgets - timelines - and compliance with technical specifications and safety regulations; managing construction contracts - including preparing contract modifications - negotiating changes with contractors - and ensuring compliance with contractual terms and industry standards; reviewing design plans - construction specifications - and project feasibility studies - with a focus on identifying potential issues and recommending practical solutions; conducting on-site inspections of construction projects to ensure adherence to project specifications - safety standards - and quality requirements; analyzing complex construction issues - proposing modifications - and developing innovative solutions to unforeseen challenges during the project lifecycle. Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Duties Participate in design review conferences and assess preliminary plans for construction feasibility Review final plans and specifications - interpreting technical aspects for team members Review construction progress - tests - contractor estimates - and unanticipated contingencies Ensure quality control and supervise construction operations to meet project specifications Assess the suitability of completed work - contractor methods - and construction equipment adequacy Review specification packages - design drawings - and cost estimates Analyze project trends and patterns - develop new methodologies - and propose policy improvements Provide feedback on practicality - anticipated issues - and material availability Attend and participate in pre-bid conferences to inform bidders of project features - requirements - and conditions Recommend and decide on methods for resolving construction challenges Confer with co-workers - project managers - and engineers on control - administration - and safety issues Provide guidance on materials - equipment - and construction techniques Adhere to safety protocols and wear protective clothing in potentially hazardous conditions COMPETENCY ID: 331 16 Review or propose changes to contract requirements and assess cost feasibility Prepare documentation and sketches for contract changes - evaluate conditions - take field measurements - and compute material and equipment costs Provide written and oral briefings on project status and recommendations Negotiate contract changes with contractors - prepare progress reports - and recommend payments based on work completion Assist in preparing and negotiating contract modifications based on site conditions or discrepancies in original designs Prepare cost estimates and maintain statistical data related to contract compliance Communicate effectively with contractors - managers - and project personnel to resolve conflicts and negotiate project terms Work in both indoor and outdoor environments with physical demands such as walking over uneven surfaces and handling light to moderately heavy items Work Schedule: Monday - Friday - 7:30 am - 4:00 pm - subject to change based on the needs of the facility Position Description Title/PD#: Construction Control Representative/PD075510 Total Rewards Brochure: WMC Total Rewards - PowerApps Physical Requirements: The work requires some physical exertion - such as long periods of standing walking over rough - uneven - rocky - or slippery surfaces recurring - bending - crouching - stooping - stretching - climbing - or similar activities recurring lifting of light to moderately heavy items weighing less than 50 pounds - such as testing or measuring equipment and/or regular visits to construction - industrial - marine - or other outdoor sites
