Oversees the functionality, appearance, and safety of city streets and right of ways. Additional areas of oversight include storm sewer repairs, litter control, and traffic signs and signals. Directs the work of street division employees. Leads maintenance and construction projects. Receives direct supervision from the Public Works Director, or his or her designee. Inspects, oversees construction, maintenance, and repair of streets, curb/gutter, sidewalks, storm drainage systems, traffic control devices and right-of-way to ensure high quality work is being performed in an efficient manner, including work performed by subcontractors and developers. Reviews documentation of the daily work productivity records of the streets personnel and contractors to ensure accurate and timely documentation of hours worked, materials and equipment used. Prepares requests for proposals (RFPs) for contract services, such as the grass cutting program, and oversees contract work. Reports as needed “on call” for weather-related and other emergencies and coordinates team response. Responds to requests for service from residents, businesses or contractors. Resolves issues to customers’ satisfaction and handles escalated customer complaints professionally. Works with other City departments in a customer-oriented manner. Coordinates the purchasing of equipment and supplies under direction from the Field Crew Foreman and DPW Director. Coordinates street equipment maintenance and repair under direction from the Field Crew Foreman and DPW Director. Evaluates and recommends needed training for field personnel. Ensures that all field personnel wear proper safety clothing and protective gear including work zone safety and that industry-accepted safety standards and practices are adhered to and violations are corrected immediately, if observed. May occasionally perform work requiring the use of heavy equipment. Performs other duties as requested or as needed. Qualifications
Minimum education: High School Degree, or GED equivalent Desired education: Associates Degree or Technical College training in a related field Related work experience of 5 to 7 years, or Any equivalent combination of education and experience. Valid Driver’s License. Key Skills/Competencies For This Position
Knowledge of a wide range of intellectual and practical problem solutions. Arithmetic calculations involving fractions, decimals, and percentages, area, discounts, circumference, and volume. Thorough knowledge of equipment, materials, and procedures used in street repair, maintenance, and construction. Skill in the operation of listed tools and equipment. Ability to compose original correspondence, follow technical manuals, and communicate with people. Ability to read and interpret rules and communicates these rules to the public. Ability to communicate effectively, verbally or in writing, with suppliers/vendors and the general public. Experience with Federal/State governmental or regulatory agencies. Ability to organize and supervise the activities of various crews performing construction and maintenance work. Ability to establish and maintain effective working relationships with employees, other departments, and the public. Personal Qualities

Must be available for regular standby assignments and emergency work. Must be willing to work outdoors in all weather conditions and with exposure to traffic and potentially hazardous conditions. In the event of a major weather event, this employee will be required to report to work, even if the weather event is in the evenings and/or weekends or on a holiday.
