Job Overview As part of a collaborative team of public servants, a surveyor protects individuals’ health and safety by conducting on‑site residential surveys, monitoring, and investigations of Home and Community-Based Services (HCS) Medicaid program providers. The role involves traveling to provider sites across the region, writing reports that detail deficiencies and recommend remedies, and supporting regulatory determinations. The position requires a high level of professionalism, practical knowledge of federal and state health and safety regulations, and the ability to communicate findings clearly to providers and internal stakeholders.

Essential Job Functions (EJFs)

Conduct on‑site inspections, complaints and incident investigations, and comprehensive surveys to determine provider compliance with regulations.

Hold entrance and exit conferences with provider staff.

Complete inspection or survey reports detailing deficiencies, recommended remedies, and narrative support for regulatory findings.

Re‑visit sites to verify correction of previously cited violations.

Perform quality assurance reviews of documents prepared by others.

Occasionally testify at hearings or in court proceedings.

Qualifications

Knowledge of program regulations, survey techniques, and compliance principles.

Knowledge of acceptable professional standards of care.

Proficiency in computer use, writing reports, and interpreting complex regulatory policies.

Ability to establish and maintain effective working relationships and work independently.

Valid driver’s license and reliable transportation.

Preferred: Qualified Intellectual Disability Professionals (QIDP), licensed nurses (LVN or RN), or social workers.

Preferred: Experience with investigations, quality assurance, audits or working with individuals with mental or developmental disabilities.

Preferred: Four‑year degree from an accredited college or university.

Travel & Work Requirements Position requires approximately 80% travel, primarily during the day, with occasional overnight, weekend, and on‑call duties. Compressed workweek options are available (Monday‑Thursday, Tuesday‑Friday, Friday‑Monday) for 10‑hour days.
