The City of Grand Forks is looking for a driven and talented Civil Engineer to join our Engineering Department! Essential Functions

Perform engineering work including the design, drafting and construction inspection of public infrastructure projects.

Participate in the preparation of plans, specifications, addenda, proposals, maps, staff reports, and cost estimates for proposed projects.

Present to a variety of boards and commissions; coordinate the design of engineering projects and construction work with outside contractors and other agencies; participate in meetings to provide information to outside agencies and the general public.

Perform research as assigned by upper level staff.

Assist in the selection of consultant engineers for various projects.

Review engineering and construction projects for compliance with appropriate codes, ordinances and City Specifications and Standards.

Respond to public and professional inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.

Assist in the preparation of timetables and budget estimates for engineering and construction activities.

Develop and analyze a variety of databases for future engineering projects; input survey information and manipulate data.

Analyze problems pertaining to public infrastructure and propose corrective action.

Analyze construction bids, field verify construction quantities, negotiate with contractors to establish change order prices to perform extra work not included in the original construction contract, prepare monthly pay estimates and contract change orders for recommendation of approval and payment.

Inspect public infrastructure construction sites to verify progress and compliance with plans and specifications and to resolve problems and conflicts that arise at the construction site.

Assist in supporting emergency management operations within the assigned area as required.

Provide construction staking and cut sheets.

Perform related duties and responsibilities as required.

Knowledge Principles and practices of civil engineering; Principles of mathematics as applied to engineering work; Operational characteristics of applicable engineering equipment and tools; Construction principles and practices in the public works industry; Terminology, methods, practices, and techniques used in technical civil engineering report preparation; Occupational hazards and standard safety practices; Pertinent Federal, State and local laws, codes and regulations. Computer aided drafting technology.

Skills Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Maintain physical condition appropriate to the performance of assigned duties and responsibilities; Maintain mental capacity, which allows for effective interaction and communication with others; Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.

Abilities Perform a variety of graduate level engineering tasks; Independently perform simple engineering tasks; Learn to review construction and civil engineering projects; Learn to manage multiple public infrastructure projects; Learn to work independently in the absence of supervision; Understand and follow oral and written instructions; Understand and apply knowledge and guidance from more senior staff; Operate a variety of engineering equipment in a safe and effective manner; Develop, revise, and interpret engineering plans and specifications; Perform accurate and complex mathematical computations; Learn to proficiently produce plans using AutoCAD Civil 3D and write technical specifications; Provide technical research and solve engineering problems.

Experience Experience in construction or engineering related to public infrastructure projects.

Training Equivalent to a Bachelors degree from an accredited college or university with major course work in civil engineering or a related field.

Credentials

Possession of, or ability to obtain, an appropriate, valid registration as an Engineer Intern.

Possession of, or ability to obtain, an appropriate International Municipal Signal Association Work Zone Temporary Traffic Control Technician certification.

Possession of, or ability to obtain, a valid Driver's License.
