Summary This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program approval - award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.
Qualifications
VA Health Profession Trainees (HPT) pending completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
All applicants pending licensure may be appointed at the GS‑9 level (must become fully licensed within 3 years to remain in the position).
Basic Requirements
United States Citizenship (non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy).
English Language Proficiency; no person shall serve in direct patient care positions unless competent in basic written and spoken English.
Education – Master’s or doctoral degree in one of the following or a related field accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP): Clinical Mental Health Counseling, Clinical Rehabilitation Counseling, or a combination.
Examples of related mental health counseling fields include but are not limited to Addiction Counseling, Community Counseling, Gerontology Counseling, Marital-Couple-and-Family Counseling.
Licensure – Must hold a full, current, and unrestricted license to practice as a Licensed Professional Mental Health Counselor, including diagnosis and treatment.
Applicants pending licensure may be selected (GS‑09 only) for a temporary appointment of up to three years.
Grandfathering provision may apply for current VHA employees who meet the criteria.
Knowledge, skills, and abilities for GS‑9 include intake and assessment, diagnosis, treatment planning, and interdisciplinary teamwork.
Knowledge, skills, and abilities for GS‑11 include at least one year of post‑master's or post‑doctoral counseling experience, advanced crisis intervention, and evidence‑based psychotherapy.

The Licensed Professional Mental Health Counselor (LPMHC) serves as a member of the Primary Care Mental Health Integration (PCMHI) team.
Responsible for coordinating and providing specialty mental health counseling.
Conduct assessments, develop treatment plans, and provide treatment to eligible Veterans.
Treatment modalities include crisis intervention, intake evaluations, outreach services, and empirically based treatment for a variety of mental health conditions.
May refer clients to other programs and professionals as appropriate.
Participates in consultation with other team members and engages in conjoint emergency treatment with medical facility mental health personnel.
Provides a full range of psycho‑diagnostic services requiring advanced skill in specialized interventions for Veterans with DSM diagnoses, substance abuse/dependence, and poly‑traumatic injuries.
May have clinical program management responsibilities within the VA Texas Valley Coastal Bend Healthcare System (VATVCBHCS).
Assists in coordinating programming, overseeing administrative and programmatic resources, and ensuring compliance with VA guidelines.
May serve on administrative committees or work groups as assigned.
Provides consulting and mentorship, expands clinical knowledge, assists in drafting policies and procedures, and may teach and mentor staff and students.
Work schedule: Monday – Friday, 8 AM – 4:30 PM. This is an onsite position (telework may be offered when deemed necessary by the department). Virtual: This is not a virtual position.
