About the Unit Located within the Colorado Department of Human Services, the Office of Civil and Forensic Mental Health (OCFMH) is responsible for policy development, service provision, program monitoring and evaluation, and administrative oversight of the public behavioral health system. OCFMH funds and monitors numerous mental health and substance abuse community programs and providers, operates the Colorado Mental Health Hospitals, and implements State mental health and substance abuse block grant funds.

About the Position The Program Assistant assists the director in oversight and monitoring of competency-based evaluation and restoration programs at the Arapahoe County Detention Facility and Denver County Jail, as well as hospital‑purchased beds at Peak View Behavioral Health. The role screens referrals, manages program performance, and serves as a clinical consultant to ensure evidence‑based practices are followed across all facilities.

Duties in this Position Include

Screen Referrals for Admission to Jail-Based and Hospital‑Purchased Beds:

Gather referrals from various sources, including admissions programs, county jails, court services, and databases.

Apply established criteria to determine admissions, transfers, and discharges.

Analyze records and psychological assessments to make placement decisions.

Respond promptly to changing placement needs and provide clinical judgment.

Evaluate referrals for transfer to state hospitals and determine urgency of transfer.

Program Implementation and Monitoring Contractor Performance:

Serve as the contract monitor using program data, site visits, and audits.

Promote compliance with CDHS policies and procedures.

Act as liaison between contractors, CDHS court services, CMHHIP, CMHHIFL, and the director.

Participate in on‑call responsibilities during evenings and weekends.

Assist with data collection, tracking, analysis, and reporting.

Report program performance and compliance to OCFMH and CDHS management.

Communication, Training, Education, and Research:

Collaborate with stakeholders to communicate admissions, discharges, and continuity of care.

Assist the Program Assistant with overlapping communication tasks.

Track and report data to CDHS and OCFMH.

Participate in presentations on jail-based restoration services and stay informed on competency restoration research.

Serve as consultant and liaison to treatment providers.

Other Duties as Assigned: Certainly work may evolve to meet program needs.

Minimum Qualifications

Six (6) years of relevant experience in an occupation related to the responsibilities of this position.

OR a combination of related education (e.g., Psychology, Mental Health, Criminal Justice) and experience totaling equivalent to six (6) years.

Preferred: Previous state employee, experience in hospital or outpatient settings, master’s degree, licensed professional counselor or social worker, and experience with forensic competency restoration.

Conditions of Employment

Background checks (fingerprint, court database, Medicare fraud, professional license, drug screen, etc.).

Valid U.S. Driver’s License.

Occasional rotating travel within Colorado and to state facilities.

Travel to detention facilities and hospitals as required.

Applicant must be at least 21 years old due to the juvenile population served.
