General Purpose Under general direction, manage public health programs in clinical services, community health, educational services, or other assigned division.
Responsibilities
Manage and develop public health program(s), including setting short and long‑term goals, prioritizing tasks, and overseeing budget implementation.
Conduct and attend meetings, chair committees, and lead strategic planning and grant proposal/administration efforts.
Plan, implement, and administer multiple health projects in collaboration with City departments and health programs such as Emergency Preparedness, Health Education, Epidemiology, WIC, El Paso Community Clinic (Sexual Health, Chest Clinic, Immunizations), HIV Prevention, HOPWA, Call Center, Rawlings Dental, Medical Mobile Unit Operations, and Laboratory Services.
Conduct regular inspections and evaluate performance against approved plans, preparing reports on program activities, accomplishments, and goals.
Coordinate activities with community groups, health providers, and community organizations; assist in responding to inquiries and complaints from internal and external sources.
Monitor, approve, and prepare operating and maintenance budget; prepare grant proposals, evaluate grant applications, and monitor grant program activities.
Develop statistical, narrative, and data‑analysis reports to evaluate program outcomes for the department, the Health and Human Services Commission, and other relevant agencies.
Represent the program in meetings, prepare correspondence, and provide support services as needed.
Identify opportunities for improvement in systems and standard operating procedures, making recommendations to leadership.
Supervise staff, including scheduling, performance appraisals, and personnel discipline.
Qualifications
Bachelor's Degree or higher in Public Administration, Public Health, Health Education, Biological Sciences, or a related field.
Five (5) years of progressively responsible professional experience in public health or management of other public‑sector programs.
Two (2) years of supervisory experience.
Licenses & Certifications Valid Texas Class "C" Driver's License or equivalent from another state by the date of appointment.
Additional Notes This position is to fill the Health Education Promotion Program and is a new advertisement for Health Program Manager. It is an unclassified contract position; employment is contingent upon the continuation of state/federal funding.
Applicants with foreign diplomas, transcripts, and degrees must have all documents translated and evaluated by an agency of the National Association of Credential Evaluation Services (NACES) prior to submitting them.
