Summary This position is located in the Facilities Maintenance Section of Engineering Service - West Los Angeles or Sepulveda/Los Angeles Ambulatory Care (LAACC). The incumbent serves as the Maintenance and Operations supervisor and provides comprehensive managerial and technical expertise for maintenance, repairs, and improvement of critical building systems.
Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement – 11/28/2025. A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality to perform the duties. Evidence must be supported by detailed descriptions on your resume. Applicants will be evaluated against the OPM Federal Wage System Qualification Standards and screened based on the prescribed screen‑out element. Physical requirements: work is generally sedentary, occasionally requires carrying light objects, walking, standing, bending, climbing into full‑size buses and 3‑axle trucks. No special qualifications are required.
Duties
Duties include full supervisory and administrative responsibilities for all wage‑grade supervisors of the M&O Section, covering Electric, Carpentry, Paint, Sign, Plumbing, Engineering Control Center, Air Conditioning, General Mechanic, Work Order Desk, Boiler Plant, Lock and Key, Grounds, and Wayfinding/Signage.
Serves as a full‑time Maintenance & Operations Supervisor reporting to the Associate Chief of Facilities Management Service and the Facility Manager.
Plans, organizes, and directs the activities of the Maintenance & Operations element of Facilities Management, ensuring infrastructure maintenance, grounds & transportation, utility plant management, and service.
Ensures contract monitoring complies with legal and regulatory requirements and meets customer needs.
Maintains overall oversight of maintenance activities and discharges duties to ensure compliance with applicable codes, VA directives, NFPA, JC, Long Term Care, OSHA, and EPA requirements.
Estimates time allocation for each duty or cluster of duties.
Represents the Maintenance & Operations Department while coordinating with internal and external organizations/agencies.
Establishes, develops, and maintains effective working relationships with other Facility Management Service elements, including Safety, Biomedical, Project Engineering, Environmental Management, Interiors, etc.
Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policies and procedures, and resolve problems.
Ensures subordinates deliver customer guidance and training.
Participates in special projects and initiatives and performs special assignments.
Initiates milestones and goals for special projects.
Evaluates reports by analyzing facts, performing research, and preparing detailed responses.
Responsible for the entire Utility Section of the JC Environment of Care Standards and various parts of the Safety, Fire Safety, Emergency Preparedness, Hazardous Material, Infection Control, and Performance Improvement Sections.
Provides compliance with building codes and standards.
Recommends actions for unresolved problems and follows up.
Researches and recommends appropriate actions or interpretations of issues that may impact the organization or physical plant.
Provides technical advice to management and personnel on facility maintenance & operations, including advisability, practicability, and priority of maintenance, repair, changes, modifications, and alterations.
Employs safety practices and procedures, maintains a safe work environment, and ensures subordinate use protective safety equipment when appropriate.
Required to visit CBOCs – Community Based Outpatient Clinics, including Sepulveda VA.
Work schedule: Monday–Friday 7:00 am–3:30 pm, with on‑call and possible weekend or holiday work to keep the Sepulveda campus operational.
