SUMMARY DESCRIPTION

Under supervision (Junior Engineer), general supervision (Assistant Engineer), or direction (Associate Civil Engineer), performs professional engineering work in the design, construction and maintenance of public works projects; plans and coordinates a major public works program; and assists in supervision of engineering division activities.

DISTINGUISHING CHARACTERISTICS

Junior Engineer

– Entry level with routine tasks, limited experience, typically requiring only a bachelor’s degree in civil engineering or related field. Advancement based on proficiency and certification.

Assistant Engineer

– Requires independent work, average‑difficulty projects, and a Professional Engineer certification. Advancement based on engineering judgment and knowledge.

Associate Civil Engineer

– Full‑journey level requiring full responsibility, occasional guidance, and a Professional Engineer certification.

Examples of Duties

Perform responsible engineering work in municipal public works projects; plan, schedule and coordinate major or complex projects. Prepare engineering plans, specifications, and cost estimates for streets, storm drains, parks, signals, buildings, and other capital improvement projects. Prepare engineering reports concerning traffic related complaints and problems. Review construction plans, maps, reports, applications, and development agreements. Provide information and respond to questions from the public, contractors, developers, and other city departments. Determine design procedures; interpret application of design criteria. Prepare grant funding applications; process and track grant applications and funds. Check plans and specifications for accuracy and completeness. Prepare preliminary and final project cost estimates. Provide project management to ensure contractor compliance with specifications, time, and budget. Review and approve payments for consultants, vendors, and contractors. Resolve disputes between the city and contractors concerning plans, specifications, and extra work. Prepare staff reports and make presentations to council, commissions, and other groups. Coordinate engineering work with other city divisions, consultants, developers, and property owners. May perform field survey work. May supervise subordinate staff.

TYPICAL QUALIFICATIONS

Knowledge of: Principles and practices of civil engineering and its application to municipal public works. Land development and engineering systems for streets, highways, sewage, water facilities, storm drains, grading, land use, and utilities. Public works contract administration and basic law/regulation. Field and construction survey techniques. Design, drafting, and engineering materials. Construction and contract administration procedures. Supervision, training, and performance evaluation.

Ability to: Prepare and review plans, specifications, cost estimates, and engineering reports. Make accurate engineering computations and drawings. Coordinate engineering activities across divisions and with external organizations. Write clear, concise technical and non‑technical reports. Handle coaching, instruction, and feedback with a cooperative attitude. Deal tactfully with public and private agencies, contractors, and city employees. Explain technical matters in non‑technical terms. Select, train, and evaluate staff.

EDUCATION / TRAINING

A bachelor’s degree from an accredited college or university with major coursework in civil engineering or related field.

EXPERIENCE

Junior Engineer – No experience required. Assistant Engineer – Two years of increasingly responsible engineering experience in plan checking, design, or contract management comparable to a junior engineer. Associate Civil Engineer – Two years of experience comparable to an assistant engineer.

LICENSE OR CERTIFICATE

Valid California driver’s license. Engineer‑In‑Training registration required for Assistant Engineer level. Professional Engineer registration required for Associate Civil Engineer level.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work primarily in an office with occasional outdoor field exposure. Abilities to stand, sit, stoop, bend, kneel, crouch, reach, lift light to moderate weights, and operate office equipment.
