Job Description The client is seeking a senior Project Manager to manage and deliver complex IT project(s) with multiple teams and work streams coordinated to an aggressive delivery schedule. This project is migrating systems to Azure.
Under the program manager, the project manager is responsible for the outcome of the assigned projects. The project manager leads the team through the Commonwealth Standard for Project Management for successful completion of the project phases: PreSelect, Initiation, Planning, Execution and Control and Closeout.
The selected candidate will:
Serve as a hands‑on technical project manager with development staff and business groups.
Coordinate and communicate with client management and staff to coordinate work tasks and resourcing.
Communicate timelines and expectations to technical and business staff.
Collaborate with vendors, consultants, and contractors in the execution of projects including contract management and working with the procurement office(s).
Collaborate with technology leads and solution architects to incorporate agency best practices into project plans.
Adhere to client and client project management practices and governance requirements; coordinate with client and client Project Management Offices.
Maintain project budget, plans, tasks, schedules, risks, and status and disseminate information to team members and customers as defined in the communications plan.
Monitor progress by third‑party vendors and define and measure their progress with metrics.
Ensure documentation of requirements and use cases, facilitate design workshops for assigned projects.
Ensure definition of test objectives, designed test plans and test cases for assigned projects.
Provide the management of project milestones and deliverables for on‑time and on‑budget delivery.
Define, measure, and clearly communicate progress with metrics.
Support system and application training efforts.
Required:
The candidate must have a minimum of 10 years experience managing large projects and a bachelor's degree.
Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning).
Experience managing large, multi‑stream projects.
PMP or qualified under Commonwealth of Virginia Qualification Standards for IT Project Managers for Category 4 Projects. See:

Preferred:
Experience in both Agile and Waterfall project management.
Agile Scrum Master certification.
Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server).

Skills Summary
A proven track record of successfully managing large‑scale, complex IT projects with a focus on cloud migrations (preferably Azure).
Experience managing migration project budgets, schedules, and stakeholder expectations.
Strong familiarity with Azure services (Migrate, Site Recovery, Database Migration Service) and cloud concepts (IaaS, PaaS, SaaS, hybrid).
Knowledge of DevOps principles, CI/CD pipelines, scripting (PowerShell, Azure CLI) and Infrastructure‑as‑Code.
Excellent communication, leadership, and problem‑solving skills to guide cross‑functional teams.
Required PMP certification and proven experience with IT infrastructure delivery.
Preferred Agile/Scrum Master certification and experience with both Agile and Waterfall project management.
