Overview Pollution Prevention Program Manager - (186329)

HDR is a Top 10 Architectural & Engineering (A&E) firm in the United States as ranked by Engineering News-Record and one of the largest employee-owned A&E companies. HDR has been selected to run the Installation Engineering and Installation Management functions of the Civil Engineer Squadron for the United States Air Force Academy (USAFA). The contract includes a multi-disciplinary team of 50+ professionals at the USAFA in Colorado Springs, with work spanning planning, programming, design, asset management, construction inspection, energy management, real estate, environmental, cultural resources, space planning, CAD, GIS, cost estimating, and related functions. The role is full-time, on-site at USAFA, with an expected start date of March 1, 2026.

Ideal candidates will have knowledge and/or experience with federal contracts and/or the Air Force Civil Engineering Squadron, and a strong enthusiasm to ensure cadets and future Air Force Leaders live and learn in state-of-the-art facilities.

Responsibilities

Maintain Pollution Prevention (P2) program compliance and resource management data in applicable government repositories (e.g., eDASH).

Maintain data related to installation P2 Plan, hazardous waste/material generation, disposal, usage, and P2 Plan-driven compliance assessments and inspections.

Advise units/shops on P2 data collection and record keeping requirements.

Track P2 metrics and verify indicators through calculations and conversions.

Engage with installation organizations to ensure data record keeping meets permit and applicable requirements.

Train installation personnel and contractors on environmental programs.

Prepare spill reports when necessary.

Ensure data entry into the Air Force Enterprise Environmental, Safety, and Occupational Health MIS (EESOH-MIS).

Update Environmental Management Plans and assist with new environmental permits and renewals.

Ensure accurate record keeping and provide compliance inspection or audit support.

Collect project-related data, including research and field visits; perform complex assignments with independent judgment; work independently and collaborate with senior staff on larger projects.

Perform other related duties as needed.

Preferred Qualifications

Prior Air Force Civil Engineering Squadron environmental flight experience preferred

Experience with Air Force Pollution Prevention programs preferred

Ability to work in person and on-site at United States Air Force Academy

Ability to pass a background check; US Citizenship or naturalized citizen required due to client contract

Subject to a governmental background check

Required Qualifications

Bachelor's degree in Environmental Science or closely related field

5 years technical and/or field experience preparing environmental documents

Proficient with MS Office (Word, Excel)

Strong environmental writing and communication skills

Strong conceptual, organizational, problem-solving and research abilities

Ability to work independently and as part of a team
