Overview Job Title:

Quality Control Manager / Site Safety and Health Officer (QCM/SSHO) – Commercial Door Services

Job Summary:

Serve as DAWSON’s on-site Quality Control Manager and Site Safety and Health Officer for the Commercial Door Services contract at Fort Cavazos, Texas. In this dual role, you will ensure all preventive maintenance, repair, and replacement services for overhead and automatic doors meet contract quality, safety, and environmental standards. You will maintain compliance with EM 385-1-1, OSHA, and Fort Cavazos regulations while supporting a culture of continuous improvement and zero incidents.

Responsibilities

Develop, implement, and maintain the

Quality Control Plan (QCP)

ensuring all work complies with the Performance Work Statement (PWS) and applicable Army and OSHA standards.

Serve as the

Site Safety and Health Officer (SSHO)

responsible for daily safety oversight and enforcement of EM 385-1-1 requirements.

Conduct regular site inspections, audits, and quality checks on preventive maintenance, service calls, and repair/replacement work.

Maintain and update all quality and safety documentation, including inspection checklists, deficiency logs, accident reports, and training records.

Monitor compliance with

ANSI A156.10, A156.19, and A156.38

for automatic and overhead door systems.

Provide immediate corrective actions for non-conforming work and coordinate corrective action reports (CARs) with the Project Manager and COR.

Conduct daily safety briefings, toolbox talks, and hazard analyses for all personnel performing work on Fort Cavazos.

Investigate and report all incidents, near-misses, and property damage in accordance with

AR 385-40

and Fort Cavazos safety regulations.

Maintain current knowledge of applicable environmental, safety, and health standards, including

AR 385-10 ,

29 CFR 1910 , and

FC 420-1 .

Coordinate with the Contracting Officer’s Representative (COR) and Directorate of Public Works (DPW) Environmental Division to ensure compliance with Fort Cavazos Environmental Management System (EMS).

Verify completion of all required employee training (Anti-Terrorism Level I, iWATCH, OPSEC, and site-specific safety training).

Support and advise project leadership on risk mitigation, quality assurance, and environmental control measures.

Qualifications

Minimum

three (3) years of relevant experience

in

quality control and safety management

for facilities, mechanical systems, or construction projects.

Must possess current

EM 385-1-1 Level 1 Competent Person (SSHO)

qualification.

Completion of the

30-hour OSHA General Industry

or

Construction Industry Safety Course

(or equivalent EM 385-1-1–based safety training).

Working knowledge of

ANSI A156.10, A156.19, and A156.38

standards.

Proven experience developing and administering a

Quality Control Plan (QCP)

in accordance with Federal contract requirements.

Demonstrated ability to identify hazards, conduct root-cause analysis, and implement corrective actions effectively.

Strong organizational, communication, and reporting skills.

Must be able to read, write, and speak English fluently.

Additional Requirements

Must be eligible for Fort Cavazos installation access and meet Department of Defense background requirements.

Must be available during normal duty hours and for after-hours emergencies as required.

Must be a U.S. citizen or lawful permanent resident authorized to work in the United States.
