The City of Wilmington’s Department of Finance oversees many financial functions, including maintaining financial records, billing, and procurement. This position is the primary customer service contact for water and sewer customers and property taxpayers regarding billing and amounts due.

Duties and Responsibilities

Receives cash, checks, and credit card payments for all payments made to the City of Wilmington.

Enters cash receipts into appropriate accounting systems, issues receipts, verifies transactions for completeness and accuracy, and prepares currency and checks for daily bank deposits.

Researches payments in accounting systems to ensure customers receive the correct and up-to-date invoice information.

Issues residential parking permits.

Provides customer service for parking citations, utility billing, and property tax.

Recommends necessary adjustments to water, sewer, property tax bills, and tickets.

Has general working knowledge of all City departments.

Processes incoming and returned mail.

Performs related work as required.

Education and Experience

High school or GED with 1–2 years of experience in accounting, finance, customer service, or a related field.

Knowledge of basic bookkeeping and accounting principles; working knowledge of Excel and Word.

Mathematical aptitude and proficiency with data entry equipment and software.

Ability to handle customer inquiries and complaints with tact, confidentiality, courtesy, and accuracy.

Ability to perform research and confirm work with accuracy, work under pressure in a fast‑paced environment.

Working Conditions and Physical Requirements

Must pass a criminal background investigation and pre‑employment physical.

Physically able to lift or move items weighing no more than 25 pounds.

Vision: requires close vision and ability to adjust focus as needed; frequent computer use.

Work environment: typically performed in an office setting; can be noisy and occasionally hostile.

Location: 800 N. French St., 1st Floor, Wilmington, DE 19801.

Schedule: Monday–Friday, 8:30 am–4:30 pm (business hours).

Total Compensation

Salary: starting salary up to the median salary/step four based on qualifications and internal equity.

Merit increases after a satisfactory performance review.
