Overview

Transportation Engineer II, III, IV or V, Travis South (Austin District) - Lead Worker. This position performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. It ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work may involve contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however unusual issues are referred to the supervisor. Transportation Engineer V is reserved for a Lead Worker position. This is a full-time, onsite position located in Austin, Texas. Salary and classification : Salary plan/grade varies by level (Engineer II–V) with ranges listed in the original posting; pay is yearly. The Department reserves the sole right to determine the level based on experience, education, skill, and business needs. Responsibilities

Assists Area Engineers with construction contract administration matters. Oversees contracts, issues work orders and monitors construction schedules, contractor payments, and job progress on construction projects. Analyzes and assists in the resolution of contract problems and disputes. Drives/travels to project/work locations to perform on-site engineering reviews, analyses, tests and provide technical support. Resolves differences between contractors and inspectors. Performs other job responsibilities as assigned; this position requires driving a state vehicle. Conducts pre-construction meetings and public hearings (for III/IV/V). Develops and reviews engineering documents, correspondence, reports and remediation plans. Leads/trains professional and administrative staff. Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests. Coordinates and monitors consultant contracts related to projects (IV/V). Develops plans for project managers related to resource assignments, schedules, scope, communication, quality and procurement, while maintaining agency objectives. Analyzes schedule trends, determines risks and recommends corrective actions for highly complex projects (V). Conducts final inspections on completed construction projects and investigates material failures or fabrication problems; reviews test data. Qualifications

Education:

Bachelor's Degree in engineering or a related science (bachelor's or higher degree accepted by TX PELS). Experience:

Experience can be satisfied by full-time or prorated part-time equivalent. Related graduate-level education may be substituted for experience on a year-for-year basis. Substitutions for minimum qualifications apply per policy. Licenses and Certifications:

Valid driver's license (this position requires driving a state vehicle). Licensed Professional Engineer (PE) required; engineers licensed in another state must meet Texas requirements within six months of hire and sign an agreement to obtain Texas PE licensure. Competencies

Analytical reasoning, problem solving and decision making aligned with business objectives. For III–V: planning, directing, coordinating and reviewing work of professional, administrative and technical staff; leading and supervising others; negotiation and persuasion. For IV–V: knowledge of bridge construction, pavement design, project management methods (CPM), and related processes. Understanding of utility regulations, budgeting and settlement negotiation; effective questioning and listening to understand other parties’ positions. Physical Requirements and Working Conditions

Subject to environmental conditions; inside/outside work; exposure to noise, vibration, hazards from moving vehicles and equipment, heat, and chemicals. Sedentary at times; lift up to 10 lbs; may require pre-employment physical; drug testing required for safety-impact positions; random drug testing may apply. Job Details
