This is a multifaceted leadership role requiring strong clinical knowledge, administrative expertise, and staff supervision abilities. The position balances direct program oversight (especially in Family Planning) with strategic planning, training, quality control, and team management.

Oversees care for patients, ensuring high-quality reproductive health services while coordinating routine physicals, screenings, and ensuring follow-ups and referrals for chronic disease management.

Supervises service delivery and supports providers with staffing and follow-up, assisting providers to make sure they are compliant with state and federal regulations.

Manages program policies, staff development, and quality assurance to ensure the clinic is compliant with standards.

Oversees immunization policy/manuals, including administration of vaccines, TB tests, and injectables.

Directly supervises five Public Health Nurses (II and III), providing evaluations, guidance, and job performance feedback.

Trains new and existing staff, coordinates in-services and workshops.

Coordinates patient flow through clinics to promote efficiency and productivity.

Reviews records for completion of Adult Health and Family Planning Program forms and billing sheets.

Identifies strategies needed to reach populations not being served by other health care resources.

American Red Cross Disaster RN – works in assigned shelter during a disaster. Provides assistance registering and assessing victims. Assists with other duties as needed.

Serves as communicable disease nurse as needed in the absence of primary communicable disease nurses.

Completes and submits communicable disease events to North Carolina Division of Health and Human Services (NCDHHS) via the North Carolina Electronic Disease Surveillance System (NCEDSS).

Serves on the Scotland County Health Department EPI Team.

Special Requirements

Experience in Family Planning and Communicable Disease is preferred.

Master’s in Nursing and three years of Public Health nursing experience (including one year of experience in a supervisory capacity); or graduation from a four-year college or university with a B.S. in Nursing which includes a Public Health Nursing rotation and four years of Public Health nursing experience (including one year of experience in a supervisory capacity); or a Master’s in Public Health and graduation from a school of professional nursing and three years of Public Health Nursing experience (including one year of experience in a supervisory capacity); or graduation from a school of professional nursing and five years of professional nursing experience four of which must have been in Public Health (including one year of experience in a supervisory capacity); or an equivalent combination of training and experience.
