Behavioral Health Services Supervisor – Robert Presley Detention Center, Riverside, CA The Riverside University Health System - Behavioral Health Detention Services is currently looking to fill a Behavioral Health Services Supervisor – Detention position at our adult facility in Riverside. Under general direction, the supervisor plans, organizes, and directs the activities of one or more behavioral health services programs in a detention facility; supervises the work of a multidisciplinary staff engaged in planning and providing a variety of behavioral health services to inmates; and performs other related duties as required. The Behavioral Health Services Supervisor – Detention is the first line supervisor in charge of one or more behavioral health services programs within a detention facility and is responsible for planning or implementing specialized behavioral health services for inmates. Incumbents are further responsible for maintaining the quality of staff performance and workload standards.

Shift: 9/80 shift from 7:00 am to 4:30 pm Monday through Friday with every other Friday off.

Incumbents are also required to complete a level one Sheriff background clearance.

About Detention Behavioral Health Services A mental health response team is available to address life‑threatening situations such as suicidal ideation or attempts in the jails. All referred individuals receive a mental health evaluation to determine the presence of a psychiatric problem and identify the services needed. Medication services are provided as needed along with follow‑up mental health referrals for outpatient services.

Benefits and Differential Pay In addition to the base pay, Behavioral Health Services Supervisors assigned to detention positions receive an hourly differential of 20% on all hours worked up to 80 hours per pay period. This differential is temporary and can be removed at any time.

Incumbents in this classification are eligible to receive a forensic mental health differential of 8.3%.

Bilingual Spanish is preferred and may be eligible for an additional differential.

Responsibilities

Plan, assign, direct, supervise, and coordinate the work of a multidisciplinary staff providing behavioral health treatment services, social and rehabilitation services, and consultation and education services to inmates.

Evaluate overall activities of a unit or program, including methods and procedures for effectiveness and consistency with program goals and objectives, and recommend and implement changes in program, policies, and procedures as necessary.

Evaluate performance of personnel and take or recommend appropriate course of action; interview, select, and recommend on the hiring of new staff members.

Provide guidance to subordinates on departmental philosophy, goals and objectives, policies and procedures through casework conferences, staff meetings, and work review; assist and participate in the development and coordination of in‑service training and staff development programs.

Make or review decisions on difficult inmate assessment and casework matters.

Work with other public, private, and community organizations providing health and human services to mentally and emotionally disabled inmates to gain and ensure cooperation in achieving program goals; participate in behavioral health conferences and local area committees; may participate in regional or countywide community needs assessment and program planning, development, and evaluation activities.

Assist in preparing annual budget requirements and monitor expenditures to ensure the detention facility is within funding provisions; prepare reports and correspondence regarding workload statistics, casework and unit methods, and procedures.

Facilitate and coordinate the inmate‑planning process that informs the department on an inmate's behavioral health needs.

Identify priority detention facility populations in need of specialized behavioral health services.

Design and develop programs and effective strategies that demonstrate positive outcomes for various detention facility populations, including those who have been underserved or inappropriately served as a result of their ethnicity, gender, sexual orientation, age, or other factors.

Qualifications Option I – Clinical Social Work/Professional Counseling/MARTH:

Three years of post‑license professional experience in a psychiatric or behavioral health setting providing direct client services, including client assessment and evaluation, development and implementation of appropriate treatment plans, psychotherapy or counseling, and indirect services such as consultation and education.

Possession of a valid license to practice as a Licensed Clinical Social Worker, Professional Clinical Counselor, or Marriage and Family Therapist issued by the California State Board of Behavioral Science Examiners. Out‑of‑state candidates must possess an out‑of‑state license and obtain the California license within three years of hire.

For Professional Clinical Counselor applicants: completed additional education and training including six semester units (or equivalent) focused on marriage and family therapy, at least 500 hours of supervised experience working directly with couples, families, or children, and a minimum of six hours of continuing education specific to marriage and family therapy each renewal cycle.

Option II – Nursing:

Possession of a Master’s degree in mental health, psychiatric, public health nursing, or a closely related field (or a Bachelor’s degree in an accredited school of nursing plus one additional year of qualifying experience).

Three years of professional nursing experience in a psychiatric or behavioral health setting, providing direct client services as described above.

Possession of a current license to practice as a Registered Nurse in the State of California.

Both Options – Knowledge & Ability:

Knowledge of behavioral and emotional disorders, community resources, treatment principles, and regulatory frameworks in California.

Ability to plan, organize, and direct staff; analyze data, evaluate program effectiveness, and develop and implement solutions.

Effective leadership and consultation skills; clear communication of goals and objectives; and ability to establish and maintain working relationships with staff and community partners.

License: Possession of a valid California Driver’s License is required.
