Job Title Outreach Intake Clinician I/II (Full‑Time)

Job Summary The Access Intake Outreach Clinician provides mental health screenings, assessments, and treatment recommendations for adults and children, in collaboration with parents or guardians.

They coordinate with internal and external programs and community partners to meet client needs, ensure quality care, and improve operations at KMHS while delivering the highest level of customer service to internal and external customers.

General Summary of Duties

Triage individual requests for service for those who walk‑in to the agency; provide immediate referral to crisis services for emergent cases and complete a crisis intervention for non‑emergent clients; provide information and referral sources to those who do not meet entrance criteria; and screen and/or provide intake for Medicaid, Medicaid eligible, unfunded, and underfunded individuals.

Maintain understanding of KMHS services, community services, Medicaid eligibility, the Medicaid application process, and the Washington Health Benefit Exchange to effectively communicate this knowledge to the public.

Complete clinical interviews and intake assessments using culturally responsive practices; utilize the current diagnostic manual, Washington State Access to Care criteria, and medical necessity guidelines to determine initial diagnosis and treatment recommendations; obtain or complete all required entrance documentation, including supplemental assessments/​screenings.

Facilitate a smooth transition and ensure a positive experience for those who meet criteria by coordinating with multiple KMHS departments and community partners.

Conduct outreach assessments at schools, assisted living facilities, adult family homes, juvenile detention, Kitsap County Jail, and other satellite locations; spend two days a week at the jail to conduct intakes for eligible individuals.

Provide effective and efficient clinical services using best practice standards.

Complete all required agency documentation accurately and timely; use collaborative documentation in the agency’s electronic health record.

Participate as a member of the Access Team, building positive working relationships with all agency departments.

Pursue professional growth and development by seeking learning opportunities and integrating new learning into daily work practices.

Minimum Qualifications – Outreach Intake Clinician I

Education : Bachelor’s Degree in Psychology, social services, or mental health field.

Experience : Five years of direct client care under the supervision of a master’s level mental health professional with an active license.

Must meet agency driving requirements: minimum age 21, valid Washington driver’s license, reliable insured transportation, and a motor vehicle history check.

Licensure : Certified Agency Affiliated Counselor (eligible upon hire).

Minimum Qualifications – Outreach Intake Clinician II

Education : Master’s Degree in Psychology, social services, or mental health field.

Experience : Minimum two years of job‑related experience.

Licensure : Licensed Agency Affiliated Counselor (eligible upon hire).

Preferred Qualifications

Child Mental Health Specialist (CMHS) experience.

Washington State associate or independent clinical license (LICSW(A), LMHC(A), LMFT(A)).

Performance Requirements – Knowledge

Working knowledge of community mental health trends, healthcare reform, and automation of job tasks using technology.

Knowledge of culturally responsive and culturally humble care and practice.

Knowledge of mental health rehabilitation standards.

Performance Requirements – Skills

Communication: Provide quality service to the public with sensitivity, respect, and knowledge; foster collaborative relationships with KMHS programs, external agencies, and the public.

Computer skills: Proficient with computers, able to enter data into an electronic medical record quickly and accurately while engaging consumers face‑to‑face or over the phone.

Performance Requirements – Abilities

Ability to interact with a diverse population of individuals and families across the lifespan experiencing severe and persistent mental illness or serious emotional disturbance, including crisis situations.

Worksite‑Specific Requirements

Almira Main Campus, Outreach, Kitsap County Jail (background check required and ongoing).

Equipment Operated Standard office equipment: computers, fax machines, copiers, printers, telephones; driving required for outreach services.

Work Environment Office, outreach, incarceration settings.

Mental/Physical Requirements Walk, sit, use hands and fingers, reach with arms, talk, or listen; peripheral vision required. Frequent mobility or sitting for extended periods.
