Central Campus Overview

Emergency Management Coordinator - Training and Exercise assists the San Jacinto College Emergency Manager in implementing and administering the Emergency Management Program at all campuses to prepare for, respond to, recover from, and mitigate emergency incidents or disasters. This role collaborates with Safety, Health, Environment and Risk Management, College Police, Facilities Services, and Student Services. Responsibilities

Develop preparedness, preventative, response, recovery, and mitigation efforts, including reviewing emergency plans, policies, procedures, and guidance under the direction of the Director, Emergency Management. Provide planning, design and development, coordination, and evaluation of emergency management, public safety, and homeland security preparedness activities and exercises. Assist the Director, EM in community emergency management activities such as community fairs, events, trainings, and exercises. Coordinate the design, development, and deployment of a comprehensive district-wide emergency management exercise program for various stakeholders at the College. Inventory, maintain, and manage emergency management equipment, including communications equipment. Serve as a resource to Administration, department managers, and other personnel in developing department emergency plans and readiness. Represent the College in trainings, meetings, or public outreach efforts. Additional Responsibilities

Provide day-to-day guidance and oversight to work-study students and interns assigned to the Emergency Management Department. Knowledge, Skills and Abilities

Ability to perform under pressure and meet deadlines. Intermediate Microsoft Office skills (Word, PowerPoint, Excel, Outlook). Experience with emergency mass notification software (preferred). Ability to obtain and maintain a valid Texas driver’s license within 6 months of employment. Effective communication with people from diverse backgrounds and the ability to maintain good working relationships across the College. Ability to work with diverse groups in an academic setting, including students, faculty and staff, including those with disabilities. Ability to deliver clear, concise, and professional presentations to a variety of audiences. Ability to lead large groups in conversation and collaborative planning with poise and diplomacy. Certifications and Training to Obtain

Within 6 months: Familiarity with the Homeland Security Exercise Evaluation Program (HSEEP) and Hazard Vulnerability Assessment tools; IS-120.C and US-130.A. CERT training; knowledge of the Incident Command System (ICS) including IS-100.B, ICS-200.B, ICS-700.A, ICS-800, IS-5.A; knowledge of Advanced ICS including G-300, G-400, G-191. Education

Bachelor’s degree from an accredited institution with coursework in planning, emergency management, public administration, or related field. A year of related experience can substitute for 30 semester hours of education. Credentials and/or certifications related to disaster recovery or emergency management to be obtained within the first year of employment. Preferred Education

Master’s degree in Emergency Management or Homeland Security. Experience

Required: One year of experience in planning responses to disasters or large-scale incidents; research of related laws, guidelines, or emergency management practices. Substitutions: twelve graduate semester hours may substitute for the required experience. Preferred: Two years of experience in emergency management or related field; incident commander experience; contract or grant administration in emergency management. Licenses and Certifications

Required: Texas driver’s license with Class B (Emergency Vehicle) or ability to obtain within 1 year of hire. Preferred: EMT or higher; CPR/First Aid Instructor; FEMA Master Exercise Practitioner; Certified Emergency Manager (CEM); FEMA Advanced Professional Series; FEMA Professional Development Series.
