Vice President, Civil Engineer
for our
Tamuning, Guam
office. Be involved in projects with our
West Transportation Team
and be a part of a growing organization that meets our client’s objectives and solves their challenges. This position requires relocation to Tamuning, Guam. Provides leadership within a sector of the organization to ensure civil engineering subject matter, technical deliverables, transportation projects and programs are delivered with quality that meets or exceeds industry and company standards for design, safety, and functionality. Responsible for subject matter expertise, innovation and administration, ensuring compliance with Local, State, and Federal engineering, construction, and safety regulations, and providing programmatic direction to address current and future challenges in a rapidly-changing and complex business climate. Responsibilities
Provide proactive and strategic leadership for the civil engineering discipline and function, offering direction, expertise, and support to ensure project and work site deliverables are successfully achieved within the business sector. Perform engineering review of permit applications, engineering design plans and specifications, standby plans and engineering contracts, integrated management plans, and periodic construction inspections, to ensure compliance with applicable regulations and sound engineering practice. Lead larger-scale, complex civil engineering projects, manage budgets, monitor external events, track hours and expenses, supervise subcontractors and employees. Assist in pursuit and development of infrastructure work within the geography for large projects in the area. Lead technical aspects of contract negotiation, presentations, and meetings. Support long-term strategy, growth, and pipeline development of Civil Engineering work for WSP in the assigned area, focusing on infrastructure opportunities across planning, design, and program/construction management. Ensure profitable performance and successful completion of projects within the specified area. Assist with annual updates to business tactical action plans for the area. Engage with public or private entities to discuss engineering/construction challenges and programs. Develop and improve engineering discipline certifications, accreditations, and value proposition. Conduct needs analyses and client value surveys to align the engineering function with business and project strategy, identify skill gaps or risks. Schedule discipline meetings, provide updates and recommendations to infuse discipline expertise and innovation into project work. Represent the engineering discipline with external entities including Federal, State, and Local agencies, clients, subcontractors, industry groups, and government/community entities. Develop proposal and project scopes, timelines, pricing, and budgets; plan, develop and manage projects in compliance with codes and regulations and with acceptable engineering practices. Interpret and summarize data to support sound engineering and regulatory conclusions. Provide inputs to multidisciplinary project teams and contribute strategic advice to clients. Develop a client base for high-level civil engineering services including identifying business opportunities and cross-selling other capabilities. Mentor staff and provide performance guidance to assigned personnel. Stay current in latest civil engineering techniques and practices; collaborate with professionals across disciplines for trusted-advisor services and future-ready solutions. Exercise ethical decision-making regarding company funds and conduct, adhering to WSP’s Code of Conduct. Perform additional responsibilities as required by business needs. Qualifications
Bachelor’s Degree in Engineering or closely related discipline. 12+ years of relevant post-education experience in engineering, civil and infrastructure design. Engineer license required (Guam preferred). Advanced proficiency with civil engineering principles, design/build, and regulatory permitting. Advanced proficiency with infrastructure design and knowledge of civil construction laws, codes, and compliance practices. Strong ability to perform technical computations and interpret plans and specifications. Ability to lead and guide mid-level to senior staff with adherence to QA/QC. Excellent leadership and interpersonal communication skills. Analytical and detail-oriented, with ability to manage multiple priorities under pressure. Ability to collaborate with a wide range of stakeholders including senior management, clients, regulators, and staff. Proficiency with engineering software (e.g., MicroStation, AutoCAD, Civil 3D, ArcGIS, InRoads, Geopak, GeoSlope, ANSYS, STADD, HEC-RAS, HEC-HMS) and office tools. Proven track record of safety compliance and ability to adhere to company health, safety, and harassment policies. Willingness to travel occasionally as project needs require. Preferred Qualifications Master’s Degree in Engineering. Experience in reviewing and approving documents and deliverables in a multi-project environment. About WSP
