Division of Facilities Management - Southern District The Division of Facilities Management exists to plan, design, construct, operate, maintain and manage the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable standards in a manner that promotes the CDHS mission of providing a safe, sanitary and effective environment for clients, youth, residents, consumers and staff and enhances the quality of life in CDHS facilities and campuses. Facilities served: CMHHIP, PRC, DYS (Zeb Pike, Spring Creek and Pueblo) and the Veteran’s Community Living Centers in the southern district. Total facilities are approximately 2 million sq. ft. at multiple sites in over 110 buildings.

This position provides technical locksmith and security lock control services to CMHHIP, PRC, DYS and the Veteran’s Community Living Centers in the southern district. Services include designing, upgrading, installing, maintaining, and repairing highly complex safety and security door control locking systems and electronic door control systems. Also provides locksmith services including mortise lock repair and maintenance, key hierarchy management, key cutting, developing new key and pinning structures to meet access control needs, creating new fleet vehicle keys, maintaining elevator access control key cores and structures, and managing the Keystone key management software database. This position is primarily a Locksmith.

Primary Job Duties:

Repair of mortise, cylindrical lock, and door hardware.

Perform general and routine locking system maintenance in all Southern District Facilities. Respond to locksmith and door system work requests.

Meet with customers to determine feasibility of changes to meet security and code requirements.

Repair and maintain mortise locks, keys, door closers, panic hardware, hinges, strike plates; install/repair hardware on medical cabinets and interior millwork.

Calibrate and adjust automatic/hydraulic door actuators, closures, and fire door coordinators per NFPA and ADA guidelines.

Install/adjust/modify hollow wood, solid wood, hollow metal, and reinforced metal doors.

Determine door hardware requirements per code and regulatory requirements.

Adjust hinges and closers for proper ADA-compliant operation.

Perform general repairs of key cutting machines and ensure proper operation.

Ensure work is performed to high standards and proper PPE is used; maintain a journeyman-like professional manner.

Repair of electronic locking systems

Maintain, troubleshoot, repair and install electronic locking systems and equipment per manufacturer recommendations and applicable codes/standards.

Meet with customers to determine workable solutions for security and code requirements for new construction, modifications, and equipment breakdowns.

Program and troubleshoot proximity and smart card locking systems.

Repair and maintain electronic locking hardware including solenoids, door position switches, and related equipment.

Ensure work is performed to a high standard of excellence and in a professional manner.

Staff Training

Train staff on manual and electronic locking systems usage and operations.

Equipment evaluation and specification of conventional and electronic equipment for safety and security; include material estimates and parts ordering.

Evaluate keying requests for compatibility in key hierarchy.

Enter data into Best Keystone software to maintain lock system accuracy; verify core pinning against room locations.

Maintain locking protocols for security environments and coordinate schemes with customers.

Other Duties as Assigned

Performs other duties as assigned.

May require driving state vehicles between sites.

Snow removal.

This is a full-time, in-person, essential position that requires after-hours response to perform essential and/or emergency services.

Essential Positions

— Positions that perform essential safety and security functions may require work outside normal hours. Employees in essential positions may be non-exempt and can be required to work unexpected hours to perform essential services without delay.

Call Back applies when an employee is required to report to work outside scheduled hours. When call back applies, a minimum of two hours of regular base pay is guaranteed. Eligible employees are those eligible for overtime.

Minimum Qualifications:

One year of locksmithing experience including mortise locks, cylindrical locks, pinning/cutting keys and electric locks. Details should be included in the Work Experience section of the application.

Substitution:

Related education may substitute for the required experience on a year-for-year basis. Attach transcripts/apprenticeship to the application. Unofficial transcripts/certifications must include name, institution, degree/certification, and date earned.

Employment history is evaluated on a full-time basis. Part-time experience is prorated. Address qualifications, experience, and accomplishments as they relate to the position.

Preferred Qualifications:

Experience with mortise, BEST systems

Experience troubleshooting and repairing electronic locks

Experience in secured environments (prison, jail, mental health settings)

Experience with door preparation including hanging and adjustment

Experience with anti-ligature locks

Experience with BEST-Keystone lock software

Certification as a Locksmith

Required Competencies:

Troubleshooting – identify causes of issues and determine solutions

Conditions of Employment:

Full pre-employment background check required due to direct contact with vulnerable persons. Convictions may disqualify.

Must be willing to submit to and pass a full background check.

Must possess and maintain Locksmith certification within 9 months of hire.

Must possess and maintain a valid, non-restricted Colorado driver’s license.

Travel to multiple sites and training; occasional travel to other districts.

Required vaccination or valid medical/religious exemption documentation.

Must pass TB test.

Must be available for call back to perform essential services without delay.

May work varied hours for coverage and emergencies; exposure to hazardous materials may occur.

Former state employees with prior disciplinary termination or resignation in lieu of termination must disclose information and may be disqualified if not disclosed.
