The Assistant Chief Commercial Plumbing Inspector is responsible for overseeing and conducting inspections of commercial plumbing systems to ensure compliance with local and state plumbing codes. This position assists the Chief Plumbing Inspector in managing inspection staff, providing guidance on complex inspections, and enforcing regulations to maintain and ensure that all plumbing installations meet or exceed local and state safety standards.

About Us The Planning and Development Department/ Building Safety Division is responsible for planning and visioning for the future growth of Raleigh and permitting and inspections for residential and non-residential development projects. Inspections & Compliance

Perform and oversee inspections of commercial plumbing installations to ensure compliance with applicable codes (North Carolina Plumbing Code, local regulations)

Investigate and resolve plumbing code violations, safety hazards, and complaints

Leadership & Supervision

Assist in supervising plumbing inspectors, providing technical guidance and support

Train and mentor staff on plumbing codes, inspection techniques, and regulatory updates

Participate in performance evaluations and recommend corrective actions when needed

Technical Support & Code Interpretation

Advise contractors, engineers, architects, and the public on plumbing code requirements

Stay updated on new plumbing codes, trends, and industry standards

Assist in developing policies, procedures, and training programs for plumbing inspections

Documentation & Reporting

Prepare detailed reports on inspection findings, violations, and corrective actions

Maintain accurate records of inspections, permits, and enforcement activities

Collaboration & Communication

Work with other departments, such as fire and building inspection, to ensure overall compliance

Represent the department in meetings, hearings, and professional associations

Education and Experience High School diploma or G.E.D. equivalency; 3 to 5 years’ experience in plumbing inspection, commercial plumbing systems or in a similar field OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted.

Licenses or Certifications

Level III certification in at least two of the following: Plumbing Inspection, Mechanical Inspection, Electrical Inspection, Fire Inspector, Building Inspector

Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire

Preferred Qualifications

Associate or bachelor’s degree in plumbing engineering, construction management, or a related field

Knowledge, Skills and Abilities

Knowledge of North Carolina Plumbing Code

Ability to work in high-pressure environments with tight deadlines

Familiarity with commercial plumbing systems, including large-scale installations and complex systems

Ability in interpreting and applying applicable laws, codes, regulations and standards

Time management and organizational skills

Strong communication skills

ADA and Other Requirements Physical Effort:

Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment:

Work is typically performed in an outdoor environment, near moving traffic, at a construction site, a warehouse environment, a shop environment and in and around vehicles. Employees may occasionally work in confined spaces.

Work Exposure:

There is frequent exposure to loud noises. Employees may occasionally be exposed to individuals who are hostile or irate, extreme cold (below 32 degrees) extreme heat (above 100 degrees) around fumes or airborne particles and toxic or caustic chemicals or substances.
