Associate Civil Engineer – NPDES - Engineering Description

Under direction, performs a diverse range of professional engineering duties in support of an assigned program area which may include, but is not limited to, capital improvement projects, development services, and public works infrastructure. The main focus is duties related to the National Pollutant Discharge Elimination System (NPDES) program for the Engineering Division; work assignments can also include capital improvement projects, development services, and public works infrastructure. The ideal candidate will be organized, independent, possess good time management, and have good communication skills with internal staff and external agencies. Must be proficient in researching applicable state and local codes and permits and in preparing reports necessary for compliance. Supervision and Class Characteristics

Receives direction from assigned supervisory or management personnel. Exercises no direct supervision over staff. This journey level classification provides professional support in an assigned engineering program area, working independently and exercising judgment. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of operating procedures and policies of the work unit. Essential Functions

Perform a diverse range of professional engineering duties in an assigned program area which may include, but is not limited to, capital improvement projects, development services, and public works infrastructure. Prepare and/or participate in the preparation and review of preliminary and final engineering plans, cost estimates, cost analysis studies, specifications, and schedules for public works projects; plans include, but are not limited to, demolition, grading, street improvement, storm drains, traffic control, erosion control, and irrigation. Prepare and administer contracts for engineering services; determine scope of projects; prepare requests for proposals; conduct pre-bid and pre-construction conferences; provide input into the selection process; and direct the work of contracted service providers. Serve as project manager on assigned projects; analyze and resolve design and engineering issues; settle disputes and issues with inspectors, engineers, and contractors; conduct negotiations for change orders; prepare contract modifications for change orders; coordinate relocation/adjustments of existing utilities for projects. Perform a variety of engineering calculations on assigned projects. Oversee inspections of civil infrastructure such as roads, water and sewer and storm drains, subdivisions and grading; may direct and coordinate the work of inspection personnel. Oversee and coordinate NPDES activities and operations including but not limited to preparation of the Water Quality Improvement Plan (WQIP), implementing the Jurisdictional Runoff Management Plan (JRMP), performing semiannual outfall screenings, and completing the Transitional Monitoring and Assessment Program Annual Report. Attend weekly and monthly WQIP meetings; provide input and review submittals to the Regional Board; identify and recommend City strategies to achieve WQIP goals; develop and coordinate programs to implement identified strategies for the new permit cycle. Maintain, coordinate, and enforce JRMP’s Illicit Discharge Detection and Elimination program, including maintaining the Municipal Separate Storm Sewer System (MS4) inventory database; complete residential, commercial and industrial inspections, and prepare the JRMP Annual Report. Review subdivision and improvement plans, parcel maps, road and grading plans, and related maps and specifications for accuracy and conformance to established engineering practices and mandated regulations; approve legal descriptions and plats. Review and condition development applications; respond to inquiries and meet with applicants and consultants regarding entitlement and design issues; coordinate application review with other departments such as traffic engineering; participate in design review committee meetings to identify, consider, and resolve issues. Conduct a plan check on Preliminary Water Quality Management Plans; meet with applicants and engineers to discuss water quality solutions. Participate in Planning Commission and Director Hearings; respond to questions from Commissioners and public speakers related to engineering issues and conditions. Meet with contractors, engineers, developers, architects, outside agencies, and the public to obtain information and coordinate engineering matters; provide information regarding City development requirements. Provide information to the public and resolve questions and complaints regarding interpretation and application of relevant codes, rules, and regulations relating to traffic and construction. Observe and comply with City and mandated safety rules, regulations, and protocols. Other duties as assigned. Education and Experience

Any combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered qualifying. A typical pathway includes: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field. Three (3) years of progressively responsible professional experience in civil engineering. Licenses and Certifications

Possession of a valid certificate as a Professional Civil Engineer in the State of California. Possession of a valid California Driver’s License or other means to travel to various City locations, meetings, or trainings. Special Requirements

Must successfully complete a comprehensive background investigation, which includes a state and federal fingerprint-based background check (Live Scan), driving records screening, and a non-safety pre-employment. Knowledge of

Principles and practices of civil engineering as applied to planning, design, cost estimating, construction, installation, and inspection of municipal facilities. Methods, materials, and techniques used in the construction of public works projects, including water, storm water, street, and traffic systems design. Methods and techniques of conducting comprehensive inspections on infrastructure projects. Principles and practices of capital improvement program budgeting, cost estimation, funding, project management, and contract administration. Regulatory codes and procedures relevant to assigned area of responsibility, including environmental impact assessment and related processes. Contract management practices in a public agency setting; research techniques and staff report preparation; use of modern equipment and software relevant to work performed. Relationship-building and customer service skills for dealing with the public, vendors, contractors, and City staff. The English language structure, spelling, grammar, and style. Ability To

Perform a variety of professional engineering duties in support of the City's capital improvement and development programs. Manage capital improvement projects from planning through construction, ensuring compliance with specifications, quality, timeline, and budget. Oversee and coordinate the work of contracted service providers. Prepare and/or review a diverse range of documents including engineering and construction plans, specifications, legal descriptions, and related materials. Oversee and/or conduct comprehensive construction project inspections. Review and condition development applications; respond to inquiries and meet with applicants and consultants regarding entitlement and design issues. Prepare clear and concise reports, correspondence, technical specifications, and other written materials. Interpret and apply applicable laws, codes, regulations, policies, procedures, and standards. Conduct complex research projects, evaluate alternatives, and prepare effective technical staff reports. Represent the City effectively in meetings with governmental agencies, community groups, and various organizations. Establish and maintain filing, record keeping, and tracking systems. Use computer systems and software applications relevant to work performed; organize work and meet critical deadlines. Communicate clearly and concisely, both orally and in writing; exercise tact, initiative, and independent judgment. Foster positive working relationships with colleagues and external contacts. Physical Demands

Office: mobility to work in a standard office setting and use standard equipment; vision to read printed materials and a computer screen; hearing and speech to communicate; occasional standing and walking between areas; finger dexterity for data entry. Field: mobility to work in changing site conditions; able to perform light to medium physical work; climb ladders; operate a vehicle; fieldwork may involve exposure to hazards and lifting up to 40 pounds. Environmental Conditions

Office environment with moderate noise and controlled temperature; periodic fieldwork with exposure to loud noise, extreme temperatures, weather, road hazards, chemicals, and hazards typical of construction sites.
