to lead a software development program as part of the
Integrated Battle Command System (IBCS)
Operating Unit within the Global Command and Control Solutions (GC2S) Business Unit.
Primary Responsibilities
Program Execution
Lead and direct cross‑functional Integrated Program Teams (IPTs) to meet program cost, schedule and technical performance requirements.
Establish and manage program and subordinate baselines.
Develop and adhere to integrated master plans (IMP) and schedules (IMS).
Develop and adhere to budget baselines using Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
Identify, distribute, track, and complete program requirements.
Risk & Opportunity Management
Conduct thorough risk & opportunity management practices, including identification, mitigation, and realization.
Contract Negotiation and Administration
Ensure program team understands and adheres to contract scope, and manages change through control board activities.
Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
Supplier and Resource Management
Manage suppliers to meet program objectives.
Identify, allocate and manage program resources, including workforce planning.
Manage Government/customer supplied property or information (GFE, CFE, etc.).
Customer Relations and Business Development
Cultivate customer relationships and intimacy to develop further opportunities within the customer community.
Develop new business opportunities through long‑term strategic planning, capture planning, and development of proposals and business plans.
Compliance and Standards
Adhere to all internal processes, policies, and applicable industry standards.
Basic Qualifications
Bachelor’s degree with 8 years of experience or Master’s degree with 6 years of experience supporting DoD programs.
Minimum 6 years of experience leading the performance of tasks on schedule and at or under cost using program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management, or similar business purposes.
Experience leading a hardware and/or software product development program or a team as a Program Manager or an IPT lead.
Experience in program‑level financial management and reporting (Earned Value Management, Control Account Management, Risk Management).
Demonstrated large‑team organizational and communication skills.
Understanding of organizational financial management and reporting (Annual Operating Plan).
Active Secret clearance or above.
Preferred Qualifications
Bachelor’s and/or master’s degree in engineering.
Experience leading large software development programs using SAFe.
Experience in Air and Missile Defense domain.
Experience leading competitive captures and proposals.
Experience in implementation of DevOps/DevSecOps and Continuous Integration/Continuous Deployment (CI/CD) concepts.
