Overview

Supervising Land Use Technician (Finance) The County of Riverside's Transportation and Land Management Agency (TLMA) has an opportunity for a Supervising Land Use Technician who will be assigned to the Planning division in Riverside. Under direction, the Supervising Land Use Technician is responsible for supervising the day-to-day operations of the Department's Intake and Closeout Land Use Units. This role involves supervising and coordinating the work of Land Use Technician staff handling various land use tasks, including interpreting county ordinances and regulations, intaking and triaging land use entitlement applications, finalizing and cataloging approved cases, and addressing complex land use issues that arise at the Counter Services Assistance Center. Additionally, this position provides general administrative support to the Planning Department. Competitive candidates will have experience in Bluebeam and the Public Land Use System (PLUS) software. In addition, candidates with knowledge of land use entitlements, county ordinances, public sector planning department processes, proficiency in geographic information systems (GIS), Microsoft Office Suite (including Word and Excel), bilingual skills in Spanish, and outstanding customer service abilities are highly desirable. This position follows a 9/80 schedule, offering every other Friday off from 7:30 a.m. to 5:00 p.m. Meet the Team! The County of Riverside Transportation & Land Management Agency ( TLMA) is the umbrella agency for several county departments which includes the Planning Department. The Planning Department is responsible for Riverside County's General Plan, a comprehensive long-range plan intended to guide the growth and development of unincorporated areas within the County. This department formulates growth management plans and zoning for the County.

Responsibilities

Supervise, assign, review, and evaluate the work performed by land use technicians and clerical personnel; direct the day-to-day operations of the district land use offices.

Interpret and apply the county land use ordinances and other rules and regulations in relation to the more complex applications for building permits, such as use variances or involving large, complicated structures; assist in the overall administration of the division.

Coordinate the implementation of departmental procedures and ensure uniformity of standards; participate in personnel selection; train subordinate personnel.

Advise and counsel on applications requiring further legal interpretation and possible course of action to obtain compliance.

Make inspections to note compliance with use permits; confer with other county departments where other rules and regulations may apply in addition to land use ordinances.

Coordinate research and documentation for land use and code enforcement cases; prepare reports, conduct research, and prepare routine correspondence; may act for the division head in his/her absence or as assigned.

Qualifications

Education:

Completion of 60 semester units or 90 quarter units at a recognized college. (Additional qualifying experience can be substituted for the required education on a year for year basis.)

Experience:

Three years of experience in land use, zoning administration, or a closely related field.

Knowledge:

State laws and municipal and county ordinances governing land use and zoning; the elements of planning and zoning theory; the principles of training and supervision.

Ability:

Supervise and train personnel; read, interpret, and research laws, rules, and regulations; read maps and interpret complicated building plans; interpret and apply zoning and land use regulations and planning concepts to unusual or difficult land problems; establish and maintain effective working relationships with others; prepare clear, concise, and accurate reports; speak and write effectively.
