Project Manager – NYC Department of Environmental Protection (NYC DEP)
Position located in Kingston, New York within the Source Water Protection Directorate, Watershed Lands and Community Planning Division – Community Planning Section.
Overview As Associate Project Manager II, you will coordinate and manage wastewater and stormwater watershed protection programs funded by NYC DEP through contracts with municipal partners, private and public wastewater treatment facilities, Catskill Watershed Corporation and NEIWPCC. You will ensure programmatic compliance with the Filtration Avoidance Determination (FAD), the 1997 NYC Watershed Memorandum of Agreement (MOA) and the City’s Water Withdrawal Permit.
Responsibilities
Manage wastewater and stormwater watershed protection projects, primarily focusing on tracking the activities and expenses related to the operation and maintenance of WWTP equipment and capital replacement of this equipment.
Assist senior staff in developing and implementing watershed protection programs, including preparing contract agreements, budget estimates, and program planning data.
Review, process, and track invoices, subcontractor approvals, and vendor insurance for city‑funded contracts.
Maintain comprehensive databases for tracking program activity, expenditures, and contract reconciliation.
Prepare written reports pursuant to specific deliverables and requirements of the FAD.
Represent the City’s interests during meetings with watershed partners and stakeholders.
Provide policy counsel to agency managers on wastewater and stormwater issues.
Conduct watershed site visits to assess existing wastewater infrastructure and evaluate the water‑quality benefits of future wastewater infrastructure projects.
Communicate and collaborate with local watershed stakeholders, contract partners, and federal and state agencies to support program goals.
Minimum Qualifications
One year of full‑time satisfactory experience supervising employees performing project management work on engineering or architectural projects, or supervising a construction project with a value of $1,000,000 or more.
• A baccalaureate degree from an accredited institution in engineering, architecture, construction management, urban planning, public administration, or a related field, and one year of project‑management experience; or
• A four‑year high‑school diploma (or equivalent) with five years of experience as described above; or
• A four‑year high‑school diploma (or equivalent) with any combination of college or university education and experience to make up an equivalent of five years of education and experience.
Additional experience in a supervisory capacity or for large/complex construction projects is required (additional 1–2 years of supervisory experience or large project management experience).
Preferred Skills
Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint) and Geographic Information Systems (GIS).
Experience in accounting, budgeting, contract management, program design, development, and evaluation.
Excellent data management, presentation, writing, analytical, and public‑speaking skills.
Knowledge of wastewater, stormwater, and watershed protection programs.
Ability to manage tasks and workload in a timely, proactive manner and maintain positive relationships with external partners.
Valid driver’s license in the State of New York and ability to travel to meetings and field locations.
