Overview

CEIS | Clover Leaf is seeking a highly skilled Science-Engineer Program Manager (SCPM 4) to support the Plutonium Mission Consolidated Support (PMCS) office at Los Alamos National Laboratory (LANL). This role sits within the Production Enterprise Services (PES) organization and will lead the integration, planning, and performance oversight of a complex $400M+ program portfolio scheduled for execution in FY26 across multiple LANL directorates. Responsibilities

Provide strategic vision and tactical planning support across crosscutting plutonium mission support services. Lead program management functions, including scope, schedule, cost, and performance baseline management, for multi-ALD portfolios. Coordinate across internal Work Package Managers (WPMs) and line organizations to ensure alignment, communication, and execution of integrated deliverables. Develop and maintain risk registers and mitigation strategies; monitor and report on portfolio risk across multiple mission organizations. Support and facilitate monthly program reviews, surfacing issues, driving accountability, and tracking corrective actions. Maintain compliance with formal change control processes, ensuring all program and performance data are documented and controlled. Serve as a key interface to internal and external stakeholders, including senior LANL leadership, driving transparency and fostering collaborative relationships. Contribute to the development of the Five-Year National Strategic Plan (FYNSP) and other long-range planning documents. Mentor and guide junior staff on best practices in program planning, execution, and earned value methodologies. Minimum Qualifications

Bachelor's degree in science or engineering from an accredited institution. Minimum of 12 years of relevant program or project management experience, or equivalent combination of education and experience. Expert-level understanding of project management principles: WBS, work packages, baseline controls, and integrated master schedules. Demonstrated success in cross-organizational collaboration and performance tracking. Strong background in risk management, portfolio reporting, and stakeholder communication. Proven ability to mentor, manage, and support large-scale technical or production-focused programs. Desired Qualifications

Advanced technical degree in engineering, physics, or a related field. Working knowledge of LANL plutonium missions or prior experience in production agency environments. PMP certification or equivalent project management credential. Familiarity with EVMS principles and reporting requirements. Experience working within classified environments, including use of RedNet systems. Demonstrated ability to lead process improvement initiatives across multidisciplinary teams.
