Project Manager – Infrastructure Project Management
Position Overview
The Project Manager will serve as a senior leader on the project management team for infrastructure and development projects. Reporting to senior leadership or the Program Director, this senior-level position is responsible for overseeing the planning, execution, and delivery of complex infrastructure projects to ensure compliance with specifications, schedules, budgets, and regulatory requirements. The Project Manager will play a pivotal role in driving successful project outcomes while upholding the highest standards of safety, quality, and fiscal responsibility in a dynamic infrastructure environment. This position demands strategic thinking, strong leadership, and the ability to collaborate with infrastructure authorities, client, contractors, architects, engineers, and regulatory agencies. The role will be based at the project office, with regular site visits to infrastructure facilities.
Key Responsibilities
Develop and manage comprehensive project plans, including scope definition, scheduling, resource allocation, and risk assessment; oversee design, construction, and commissioning phases to align with infrastructure master plans and operational goals.
Serve as the primary point of contact for internal and external stakeholders; facilitate meetings, resolve conflicts, and negotiate contracts to sustain project progress and minimize operational disruptions.
Monitor project budgets, track expenditures, and implement cost-control measures; prepare financial reports, forecasts, and change order analyses to ensure accountability and compliance with funding sources.
Lead and mentor multidisciplinary teams of engineers, project coordinators, and support staff (up to 10-15 direct/indirect reports); promote a collaborative culture while enforcing safety protocols, quality standards, and diversity initiatives in infrastructure settings.
Identify and mitigate risks (e.g., supply chain issues, environmental impacts, or regulatory changes); ensure adherence to regulations, environmental laws, labor standards, and infrastructure security protocols.
Prepare executive-level reports, progress updates, and post-project evaluations; utilize project management software (e.g., Primavera P6, MS Project) to monitor milestones, deliverables, and performance metrics.
Integrate innovative technologies (e.g., BIM modeling, smart infrastructure systems) and best practices to optimize project efficiency, such as improving passenger flow, energy efficiency, and resilience in operations.
Coordinate with teams to support value engineering, sustainability efforts, and enhancements in line with the infrastructure's strategic mission.
Minimum Required Qualifications
Education: Bachelor's degree in Civil Engineering, Construction Management, Architecture, Business Administration.
Master's degree or PMP certification preferred.
Experience: Minimum of 7 years of progressive experience in infrastructure project management, with demonstrated success on public sector infrastructure projects.
Certifications/Licenses: Valid driver's license. Project Management Professional (PMP), Certified Construction Manager (CCM), or equivalent certification preferred.
Proficiency in project management software (e.g., Primavera P6, MS Project) and relevant tools is required.
Skills and Abilities
Strong leadership and communication skills, with the ability to influence diverse stakeholders in a high-pressure infrastructure context.
Proficiency in project management methodologies (e.g., PMI standards, Agile adaptations for construction).
Technical knowledge of infrastructure operations, construction techniques, and regulatory frameworks.
Analytical skills for budgeting, scheduling, risk assessment, and performance forecasting.
Familiarity with sustainable design principles and green building certifications (e.g., LEED) applied to capital improvement infrastructure.
Excellent organizational skills and ability to thrive in a fast-paced, deadline-driven infrastructure environment with a focus on safety and operational continuity.

Valid driver's license.
Willingness to work flexible hours, including evenings/weekends, and travel as needed.
Must pass background check, drug screening, and comply with ethics policies.
Wage Requirement Starting Salary range for this job is $150,000.00 - $170,000.00. The starting salary will be commensurate with skill, education, experience, and working environment.
