Overview Open to candidates who are permanent in the civil service title of Procurement Analyst II or the comparable civil service titles of Staff Analyst I or Contract Specialist II.

The Bureau of Operations/Public Health Labs is seeking to hire a Procurement Analyst.

Responsibilities

Initiate solicitation documents, covering various methods of procurement, including (but not limited to) micro purchases, small purchases, and intergovernmental purchases.

Generate and perform tasks through PASSPort for oversight reviews and approvals.

Utilize various Citywide procurement-related systems, including Archibus, Financial Management System (FMS), PASSPort, Small Business Services' M/WBE Online Directory, Central Storehouse requisitions and various internal systems for managing procurements and invoices.

Review procurement documents verifying descriptions and specifications for accuracy, ensuring conformity and oversight compliance, in compliance with Procurement Policy Board Rules and applicable oversights.

Support M/WBE initiatives; perform other related assignments and special projects as required.

Follow up on problems regarding delivery of goods and services and prepare periodic progress reports on procurement status.

Make reports on contractors' performance. Act as primary liaison between the agency and contractors, vendors, and business representatives.

Maintain and track contract and payment records.

Responsible for inventory management in Archibus.

May supervise subordinate staff.

Qualifications

A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or

An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in the first bullet; or

A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full-time professional experience as described in the first bullet; or

A combination of education and/or experience equivalent to the above. College education may be substituted for professional experience under the second or third bullets at the rate of 30 semester credits for 6 months of experience. All candidates must have at least a four-year high school diploma or its educational equivalent and 6 months of the experience described in the first bullet.

Special Notes

To be eligible for placement in Assignment Level II, one year served at Assignment Level I or one additional year of the experience described above.

To be eligible for placement in Assignment Level III, one year served at Assignment Level II or two additional years of the experience described above, at least one year of which must have been supervisory or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

A four-year high school diploma and 2.5 years of experience as described above; or

A combination of education and/or experience equivalent to the above. 30 semester credits from an accredited college for 6 months of experience may be substituted for part of the required experience.
