Public Health Nurse III – STD Coordinator Position

This is an advanced and specialized professional level nursing position that incorporates both administrative program management and clinical duties. The STI Nurse Coordinator develops, plans, coordinates and directs a team of nursing staff for the ACHD STI/HIV program.

Responsibilities

Providing direct outpatient clinical care; obtaining patient history; counseling and education about reducing STI risk behaviors and recommended disease control measures for Gonorrhea, Chlamydia, Syphilis, HIV, Hepatitis B & C.

Assisting with new staff recruitment, orientation and training; reviewing, revising and updating program policy and procedures to assure contract addendum requirements are met.

Developing and revising STI clinical standing orders; identifying program needs and developing goals; planning, organizing and monitoring daily clinic activities; scheduling staff clinic assignments.

Directing and implementing measures to manage workload and productivity of staff; monitoring level of care; developing and implementing internal chart audit corrective action plans; monitoring clinical encounters for correct coding and billing for Medicaid reimbursement.

Keeping accurate pharmacy and supply records; consulting with pharmacist on pharmacy needs; assisting with student learners; informing and consulting with Nursing Supervisor and Nursing Director of program operations.

Collaborating with Medical Director, providers and other program coordinators to ensure effective service delivery; collaborating with school nurses and school system staff to develop strategies to meet the needs of teens; planning and attending necessary and required meetings.

Collaborating with health education for media review of educational materials; providing community STI service and prevention outreach; working in other clinical programs such as Family Planning, Maternal Health, Child Health and Immunization clinics as indicated.

Staffing emergency shelters as mandated by the State Public Health Office; assisting with Public Health outbreak investigations and response; performing additional duties as required by the Nursing Supervisor, Nursing Director, Medical Director and Health Director.

Essential Knowledge, Skills, and Abilities

Thorough knowledge of and skill in the application of nursing theory, practice, principles, and techniques in public health and related programs.

Knowledge of obtaining a health history and performing physical examinations sufficient to determine deviations from normal; knowledge of available resources and organizations and the ability to coordinate these as needed.

Ability to plan, coordinate, and oversee the work of others; ability to deal tactfully with others and exercise good judgment in appraising situations and making decisions.

Ability to work in partnership with patients and with other service providers to elicit needed information and to maintain effective working relationships.

Ability to record accurately services rendered and interpret and explain medical instructions; adequate computer skills for communication, patient record documentation, and accessing information.

Physical Demands

Medium type work (exerting up to 50 lbs. of force); climbing, kneeling, crouching, reaching, standing for sustained periods; walking, pushing, pulling, lifting, lifting up to 50 lbs.; repetitive motion of the wrist, hands, or fingers.

Close visual acuity for transcription, extensive reading, operating computer terminal; ability to work outside and inside extreme environmental conditions.

May be exposed to blood or body fluids in performance of job duties.

Minimum Education and Experience Requirements Graduation from a four‑year college or university with a B.S. in Nursing that includes a Public Health Nursing rotation and two years of Public Health nursing experience; OR a Master’s in Public Health with a nursing program and two years of professional nursing experience; OR a nursing degree with three years of nursing experience including two years of Public Health nursing experience; OR an equivalent combination of training and experience.

Special and Preferred Qualifications

Current license to practice as a Registered Nurse in North Carolina; valid N.C. driver’s license and access to a personal vehicle.

Fluent in both Spanish and English, oral and written (preferred).
