Job Summary

Under direct supervision of the Chief, Division of Mechanical Equipment and Installations, and/or the Chief of Plumbing and Drainage, or the Building Official, and the Chief of Structures and Zoning, or the Director. Responsible for highly technical work in supervising the enforcement of the Building Code as it pertains to air pollution mechanical and plumbing systems and equipment. Supervises and directs the work of subordinate employees; carries out general policies established by superiors, and is responsible for the technical aspects of the work. Duties & Responsibilities

Assists the Division Chief in all phases of his/her work and acts as Chief in his/her absence. Responsibility to approve the design, installation maintenance, and alteration of mechanical, Plumbing and drainage systems including heating, ventilating, and cooling systems, steam and hot water heating systems, water heaters, process piping, boilers and pressure vessels, appliances utilizing gas, liquid, or solid fuel, chimneys and vents, mechanical refrigeration systems, fireplaces, barbecues, incinerators, crematories, and air pollution systems to ensure that they comply with the Rhode Island State Building Code, the Rhode Island State Mechanical Code, the Rhode Island State Plumbing Code and other related City codes and ordinances. Responsible for issuance of all City licenses for Operating Engineers: Stationary Engineers, Refrigeration Systems Operators, Boiler Operator, and for examining all applicants for such licenses to ensure they meet the requirements of existing City. Performs, or causes to be performed, inspections to ensure any installation of new equipment or repairs to existing equipment have been performed in accordance with the Rhode Island State Mechanical Code, the Rhode Island Plumbing Code, the Rhode Island State Building Code, and good engineering practices. Performs, or causes to be performed, investigations of existing equipment or damaged equipment to ensure no violation of the Rhode Island State Mechanical Code, the Rhode Island State Plumbing Code, the Rhode Island State Building Code exists. Prepares, or causes to be prepared, written reports or notices of violations outlining to owner, architect, or contractor the corrective actions to be taken to comply with the codes and ensures the corrective action is completed properly. All reports must be entered into the department’s data collection software. Exhibits a thorough knowledge of the practices of combustion and mechanical engineering, including but not limited to: fuel burning mechanical systems and equipment and plumbing and drainage systems and equipment. Performs other related duties as assigned. Minimum Qualifications

High school graduate or equivalent with additional training in combustion or mechanical engineering from a technical school, or preferably a graduate of an accredited college or university with a major in mechanical engineering. Must be a registered professional Mechanical Engineer with a minimum of five (5) years of practical experience. OR shall meet all of the following: Shall possess and maintain a Pipefitter Master I and Refrigeration Master I contractor’s license from the Rhode Island Bureau of Pipefitters and Refrigeration Technicians. Shall possess and maintain a Master’s or Journeyman’s License issued by the Rhode Island Board of Examining Plumbers. Must have five (5) years practical experience in mechanical installation relating to air conditioning, heating, ventilating, air pollution, refrigeration, and plumbing and drainage systems. Working knowledge of the department’s software programs within one month of appointment. Successful completion of intermediate training in Microsoft: Outlook, Word, and Excel Within three (3) months of Completion of advanced training in Microsoft: Word, and Excel within six (6) months of appointment. General knowledge of elevators, emergency generators, sprinkler systems, and fire prevention systems. Must be certifiable by the State of Rhode Island as a Mechanical Inspector and Plumbing Inspector. Certification requires that the applicant meet the above qualifications and also requires the completion of a course given by the State Building Commissioner. Ability to read and understand codes and ordinances relating to plumbing and mechanical equipment and installations, ability to read plans and specifications, and to recognize deviations from such plans or specifications on the job. Ability to write concise narrative reports for correction of violations. Ability to enforce regulations firmly and impartially and to maintain satisfactory working relations with contactors and property owners. Must have a valid driver’s license.
