Water, Sewer, & Utilities Director role at
City of Smyrna, GA Government . Type: Full Time. Pay Range: $104,905 - $162,603. JOB SUMMARY
This position is responsible for directing the operations of the Water, Sewer, and Utilities department and assisting as a technical/management lead on various city-related projects. MAJOR DUTIES
Directs the day-to-day operations of the Water, Sewer, and Utilities Department, including Water Administration and Water Distribution. Develops and implements the department budget; develops and implements capital improvement plans; monitors department fixed assets; monitors expenditures to ensure compliance with approved budget. Develops and implements long- and short-term strategic plans, goals, and objectives for the department. Develops and implements department policies and procedures. Establishes cost estimates for water projects, including developing bid specifications and soliciting and awarding bids. Reviews and approves project plans and documents for water and sewer projects and utility placement. Directs and manages contractors and projects within and outside of the department as assigned. Trains, assigns, directs, supervises, evaluates, and disciplines personnel. Ensures all audits and compliance are met with state and federal regulations to water quality. Ensures compliance with safety procedures; monitors work environment and the proper use of safety equipment; develops and conducts safety training programs. Performs all other duties as assigned. KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of water and sewer infrastructure construction, maintenance, and repair principles. Knowledge of water management principles and practices. Knowledge of contract administration and contractor oversight of various types of projects. Knowledge of budget development and management principles. Knowledge of computers and job-related software programs. Knowledge of relevant state and federal rules and regulations. Knowledge of city codes and ordinances. Knowledge of project management principles and practices. Knowledge of city purchasing policies and procedures. SKILLS
Skill in oral and written communication. Skill in interpersonal relations. Skill in reading and interpreting construction plans and specifications. Skill in prioritizing competing projects or programs. Skill in reading and interpreting technical specifications and blueprints. SUPERVISORY CONTROLS
The Deputy City Administrator assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of department activities. GUIDELINES
Guidelines include the city code of ordinances, lead and copper rules, state and federal regulations, personnel policies, purchasing policies, contract administration, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in their respective applications. COMPLEXITY/SCOPE OF WORK
The work consists of varied administrative, management, and supervisory duties. The complex and unique nature of each project combined with strict and frequently changing regulations contribute to the complexity of the position. The purpose of this position is to direct the city’s water & sewer operations and assist the Public Works department as requested. Success in this position results in a safe and well-maintained city infrastructure. CONTACTS
Contacts are typically with other city staff, engineers, consultants, vendors, developers, elected and appointed officials, representatives of state and federal agencies, and members of the general public. Contacts are typically to provide services, to give or exchange information, to motivate people, to justify or defend matters, and to resolve problems. PHYSICAL DEMANDS/WORK ENVIRONMENT
The work is typically performed while sitting at a desk or intermittently standing, walking, stooping, bending, or crouching. The employee frequently lifts objects, climbs ladders, uses tools or equipment requiring dexterity, distinguishes colors, and uses their sense of smell. The work may be performed in an office, stockroom, warehouse, or outdoors, occasionally in cold or inclement weather, and may expose the employee to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, and irritating chemicals. Protective devices such as masks, goggles, gloves, etc. may be required. SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has final responsibility and authority for the accomplishment of objectives, utilization of resources, and personnel administration decisions within a major area, department, or unit. MINIMUM QUALIFICATIONS
Bachelor’s degree in a course of study related to the occupational field required; and More than fifteen years of related experience required; or Any equivalent combination of education, experience, and training that provides the knowledge, skills, and abilities to perform the work. Possession of or ability to readily obtain a valid commercial driver’s license issued by the State of Georgia for the type of vehicle or equipment operated as applicable. Must possess Water distribution, Wastewater Collections, Disinfection Byproducts stage 2 certificate, and Water treatment class 3 certification or ability to obtain within 6 months if a licensed Professional Engineer in the State of Georgia. Licensure as a Professional Engineer in the State of Georgia is preferred but not required. Must successfully pass a criminal background check, motor vehicle record check, post-offer DOT drug screen, and DOT physical. Seniority level
